too large. You don't want to apply the separate system to all the prisoners. Several years ago there was some talk about taking in the Magis tracy, and the sum then mentioned was about $80,000.
THE HONGKONG TELEGRAPH, SATURDAY, DECEMBER 6, 1890.
Gilabdin, and Mohamed Hurla left Singapore about twenty-two days ago in boat No. 2,237 with a cargo of cloth goods and other mer- chandise, with the object of trading along the coat of Rhio. The boat was in the Strails and making course for the Dutch coast when the pirates boarded her, and after a brief conflict, the occupaule were killed and the boat plundered. At present the time and place of this alleged outrage seem rather indeficšte, but the police are prosecuting enquires-Straits Times.
The Acting Colonisi Treasurer-I should like to say, sir, that any reform roade in the direction of treating the prisoners in gaolshuld be in the way of separating what I may call municipal offenders from real criminals. It is very painful to have to send numerous Chinese, such as bawkers and breakers of the opium laws, to gaol to be treated as common criminals Instead of having some place where they might be detained | THE IMPERIAL GLOBE-TROTTER. [ for a short time until the fine "imposed upon them is paid. And also with regard to the herding of prisoners together in gaol, the real defect of ibat system is that in promotes vice among the people so crowded and they concoct fresh crimes to commit when they come out. If any scheme culd be devised by which municipal offenders could be kept separate, and so not become part on the criminal population, I think that is the direction any reform ought to take.
The Acting Registrar-General-I held the appointment of Superintendent of the Gaol for a year, and I know of no reason why the class of prisoners alluded to by the Acting Colonial Treasurer'should not be separated. As a matter of fact they are. There are several yards, each with its own cells, and the different classes of prisoners can thus be separated. As regards making the gaol more deterrent I may say there are three or four methods in use. One is to deprive the prisoners of food, another to put them in solitary confinement, and another to Increase their labour. Deprivatios of food can only be applied at infrequent intervals, and it does not always have the effect one could wish; and as to increasing the labour, le apply that extensively would necessitate an increase of the staff, for you cannot make the prisoners work after hours without punishing the staff also. With regard to solitary confinment I must say I do not agree with my hon. friend on my left (Hon. Ho Kai). I think It stands almost to reason that a man after his day' labour pleasant chat with his comrades than be locked up alone with ghosts and the other Inhabitants of the seen world, in whose existence the Chinese believe. In fact In one or two cases where men have been put in solitary confinement they have hange them

The Acting Registrar-General-Every one who goes into goal wears goal clothes, but there is no reason why they should be put in the same cells or in communication with other prisoners.

The Surveyor-General-In England it is 600 ft. of air space for convicts, In Cyprus, for motives of economy we adopted 400 ft. Not being a cold climate you can alwan provide for ventilation from outside. The health in the goal la Cyprus remained good during the nine years

Commenting upon the round-the-world journey of the heir-apparent to the Russian throne the Pioneer says, the route to be followed was carefully prepared beforehand after communica ties with all the Governments concerned, and it is a route which has been arranged to pitsen! es many and as varied a series of interesting and instructive objects as possible. A start was made from Sebastopol on the 15th October (old style), or the 27th according to the customary style of reckening. A brief visit was paid to the Sultan. at Constantinople, where great difficulty was experienced in settling the ceremonial to be followed. Next Athens was visited, rumour has it, in connection with the projected royal marriage. The Holy Land" was then visited, for a brief stay, and from thence a course was steered for Indin. The Pamyce Asof is expected to arrive at Bombay at the end of December, From Bombay the Imperial visitors go to Ponna, Auran- gabad, and they will visit both the caves of Ellora and Ajunta, afer which they will return to Bombay and set out on their journey through Northern India. Almere will be their halting ground while they make excursions to the int resting places in the neighbourhood, such as Mount Abu, Oodeypore and Judhpore. In fact, they follow the well-beaten track of the cold weather tourist in India-Jeypore, Ambar, also Pukhpare and Digal, Ulwar and Delhi will, of course, beseen, and some of the smaller Rajputana States. Next will come the turn of Labore and Amritsar, Agra, Bhartpore, Muttra, Cawnpore, and Lucknow will follow in their regular order till Allahabad is reached. From thence they will go to Calcutta, looking in at Benares. They will have look at the Snow Mountains from Darjeeling and return to Calcutta, where they will rejoin their ship and go on to Madras and Southern India. From Tuticorin they will go to Colombo, and after looking at Ceylon they will depart for the Far East, making Hong- kong a temporary resting place. On reaching Vladivostock the North Pacific, they will resume their land journey and striking the Amar they will go along that river till they have to take to the road again. In Siberia ther will visit the chief convict stations, and the Grand Duke will very likely examine into the exile system a la George Kennan, the difference being that the Duke will, of cours", see it at its best. It is expected that the party will return to European Russia in August of '91. The Sidies mari asserts that the probable date of the Care: THE Company's Steamship witch's arrival in Bombay is December 23rd, Colonel Montague Gerard of the Central India Herse and two other officers of the Indian Army, will be attached to the party. His Imperiai, Highness's stay in India will last in all about five werks.
