The Roman Catholic establishment at this part prospers visibly under the able manage- ment of the Rev. Father Wilhelm. But the absence of a few lights in the foreign settlement. (and in the Japanese ton) gives the passer-by a chance to break neck or limbs in the port or starhoad drains or gutters. The local ratepayers justly ask who pays the travelling and hotel expenses, when our diplomatic Soul senators come down to pake their meddlesome noses into our own civic affairs? Quien sabe! We are not treated like Shanghailanders, who are apprised of the doings of their Municipal Councillors by the nublication of the minutes of their meetings in the Shanghai public press. Here the meetings are held in camera and the general public and the furnishers of the "thing" are

Assuming my surmises to be well founded, this woman must be held to a very great extent responsible, and it would be a gikveresponsibility to anyone with a conscience, for the unjust conviction and imprisonment of Messrs. Fraser-Smith and Ward, The extraordinary blander on the part of Mr. Rodyk in not going into the witness box bas naturally caused a deal of discussion amongst his brother solicitors in the colony, as there cannot be any uncertainly that, but for his mis taken confidence in the intelligence and Impar. tility of the special jury, an unanimous verdict of "not guilty" must inevitably have been returned. "Mr. Rodyk frankly admits his error end responsibility, and will no doubt do all in | his power to make amends for the painful results | caused by his unfortunate error of judgment, by making proper representations on the subject to the Governor in Council, etc. But there is one thing more in this connection, which has slicited considerable comment la legal circles, and that is, the action of the Chief Justice. His lordship, in passing sentence chose to be very severe," and properly so no doubt, on Mr. Rodyk's regrettable and inexcusable lapsus, but it did not appear to occur to him that he himsel! was not altogether beyond the reach of merited censure. It is well known in all criminal trials, where the accused are not defended by counsel, that it is the duty of the presiding judge to assisted over; and guide them as far sopusible fo the Interes's of justice. Why did not Sir James Russell remind Mr. Fraser-Smith when the latter had closed his case, that be bad not called the promised evidence as to having taken legal advice? Legal opinion in the colony asserts that it waq his duty to do so, and his lordship cannot possibly say the matter slipped his memory or that be overlooked it, as he actually had a law book open before him from which, in suoriaing up, he quoted a case showing that the defendant in a malicious prosecution, who had acted on legal advice, was practically exonerated. A suggestion to. Mr. Fraser-Smith at the proper time would I presume have at once placed Mr. Rodykin the witness-boxwith the testimony which was afterwards, but too late, presented in the form of an affidavit; that suggestion, however, was not given, for reasons I cannot pretend to fathom or explain, but that it ought to have been given, li only as a matter of justice, is beyond all question. I am glad to bear that an influentially supported petition to his Excellency the Officer Administering the Government is well under way, no public opinion, as far as I can ascertain, would seem to be unanimous that justice bas miscarried in this case, and it cannot be denied that the certain knowledge that two men are suffering what must be extreme hardships for an offence they never cammitted, is far from pleasant to those who are interested in the good name of the colony, and especially to those who are in any way specially concerned in the administration of Justice.
