THE HONGKONG TELEGRAPH, FRIDAY, NOVEMBER 7, 1890.

Germany and France, Austria and Italy, are each-in converting his clients' securities into cash atriving for a share. The first named country has taken her two biggest possessions into partnership with her, Canada and Australis being encouraged by England to ex ead their business relations with the East. The interest taken in the subject by Great Britain is abun- dantly proved by the libemlity with which she has subsidized the Canadian Pacific line of steamships and her concern for the Canadian Pacific Railway.

Americans are just as well able to take a hand In this trade as the merchants of Canads or Australia, except that the goods they offer in Oriental markets more directly compete with the productions of the Old Country, Already the Canadian Pacific road is made to serve the purposes of our manufacturers, some respectable shipments of manufactured goodi baring been forwarded to the East by this route. The beauty of the Eastern trade, is that it is of universal Importance, to us. The Pacific coast can turn it to good account just as well as the cities on the Atlantic seaboard, and the business the far Western States are transacting, with Japan particularly, is steadily increasing. We are in favor of the encouragement of the Oriental trade on both occans, there being one thing certain there are always settled governments and "properly constituted authorities to deal with in

the Asiatic countries.

The Bill cut both or dao at Cup-time. ways. It removed the prohibition against a solicitor's puting bia came before the Supreme Court without the intervention of a barristers and it remored the problbition against a barris- ter's dealing with the public except through the The client who intervention of an attorney, employed Mr. Solicitor Trickett to get up a case, through from might, if he chose, let him see start to finish without paying big fee to Barrister Salomons, Q., to mention the matter" and otherwise talk to the judge; and on the other band be might employ Mr. Salomons to attend personally to the whole thing, and explain his business to that gentleman himself, without paying Mr. Trickett to put it all down on brief. While the Bill was in this shape, it met with bald-headed opposition from the Farliamentary barrister party, and no secret was made of the Intention to block it in committee, However, just as the obstruction was about to begin, an amicable arrangement was made, an

amendment blandly moved by Attorney-General Simpson was agreed to, and the Bill with the amendment was reported to the House.

Hongkong, 1st November, 1890,

The effect of the amendment is simply this: the distinction between the professions remains untouched; the Bill as altered leaves the senior barrister exactly where he is to-day; but it gives the solicitor the right of nudience before the Supreme Court. At first sight this looks like a concession by the Q.C. in the Council, of the privileges the soliciton wanted, with a generous waiver of the privileges they were to have had la retum. But first impressions are misleading; and the fact that the alteration of this Bill was the result of an agreement between lawyers is in itself circumstance fraught with the gravest suspicion. Judge Wladeyer is perfectly right when be says, in effect, that the senior Bar has squared matters with the attorneys by throwing the Junior Bar overboard. There is not a prac tising barrister in the New South Wales Upper House who is not a Q.C. or on the verge of becoming one, and a Bill like the present one affects in a very different way from the young men whose tailors have to trust to the precarious. fees of the Probate Court. The original proposal was an honest give and inke, and promised the public a fair show. A solicitor was to be entitled to do the work for which he has now to pay a quite unnecessary fee to a junior barrister, who, by way, of squaring matters, was to have a chance to cut into the solicitor's business. None of the senior Bar, however, would be touched by that. No solicitor would think of going into Court to de the really heary work for which he now finds it worth while to fee big men like Salomoni and Jack Wani, Q.'s cou da't afford to fool or Jack Want; and, on the other hand, Solomons. round with trumpery clients and collect six-and- eightpences. Its only the young barrister whose work would be taken away by the invasion of the unwigged, and only they who take advantage of the right to deal with the public direct.

The steamer Gaelle, on her last trip, brought out, the machinery for the largest quartz gold mine in China. It is being developed by the Ning Hoy Mining Company. The capital stock is $1,000,000 and the company is composed entirely of Chinese, Tom Kin Chow, of San Francisco, has a very large interest in the venture, says the Alfs, and there is a great deal of stock taken in China. Lee Sang Tong, who, under the Emperor, has charge of the depart ment which gives perosits for opening up mines, is allowed a liberal Interest in the gold mine, which is located at Chefoe, in the Shantung province, a distance from Shanghai of two days by water. The vein is sixty-five miles long and About one hundred feet wide, and the ore so it is said, all the way from $10 to $750 per tön. a good average of 1 7-10 ounces,

The foreman of the mine, Tong Sing Kow, returned to China by the Garlic, bringing with him as mining englacer for the company C. W. Watson, late of the Home Stake Mine, Black Hills, Dakota. Tong Sing Kow is an intelligent young aduated in '87 from the University of man who is thoroughly Americanized, the Pacific at San Jose, later taking a course in mining engineering at Berkeley, When seen by an Alla reporter he expressed great confidence in the mineral resources of the Chinese Empire, which have not been developed by modern methods until recently. In the one province of Shantung he estimates that there are over 300,000 comics mining in the river beds. The salary paid by the Nine Hoy Congo, to their mining engineer, C. $12,000 a year, and that of F, J. Neill, the machinist, and J. D. McKenzie, the mill $2500 and wright, both of this city, is

left $6000 respectively. The two laiter recently on the Oceanic for their field of labour, The outlay-for the 120 stamp mill and other machinery, bought in Chicago, and for lumber, for there is no timber of sufficient size in China, amounts to $160,000. The heavy timbers are of Oregon pine, and will go by sailing vessel. It is the company's intention to put in a larger stamp mill later on.

Company

United States Minister Denby of Pelding, in his report for 1889, says of mines in China: There are gold mines in Manchuria which may give a better account of themselves than any of our coal or iron mines. Some of the latter have been anything but a success owing to the difficulties of transportation. For gold there is good market crerywhere, and all that is brought out of the earth is sold immediately and on the spot.

That is not what was the matter with the senior Bar. It was none of their trouble. But what the Bill would have done with the senior Bar was this. It would have made them responsible for the work they are paid to do. It would have interfered with their little game of "refreshers." The man in the silk gown with cases in four courts at once, besides a consulta tion in his own chambers which occupied the whole day, would find that the guineas marked on his belefs didn't get into his bank-account; if he collected his fees beforehand he would have to refund them, and an unfeeling jury would tot up the damages which his clients had suffered The man who from his scamping their cases.

is ready to work for his money, whether he be a barrister or a bricklayer, doesn't object to taking the possibility for his work, and doesn't undertake three jobs.when he knows he can only thoroughly attend to one of them. To put the barrister and the bricklayer on the same footing with respect to their contracts would promptly distribute the work, that is now scandalously neglected by a half scare men at the Har, amongst younger men who would attend to it and would be willing to be respon- What has stood insible for it. That was the trouble. That was the way of successful gold mining in China the secret of the objection to the Bill on the is want of method. The Ping-tu gold mines, part of the senior Bar. And that is what makes on the Shantung promontory, employ about say there is something fishy about a com. promise which gives the solicitors all they want, 10,000 persona, and the working expenses are

Here, where the gold brigands had worked at their forbidden mines before being disastrously scattered by the Chinese Government troops, gold mining is now actively proceeding under the sanction and encouragement of the Government. At first the output was small, but it has steadily increased THEATRE unill the joint production of the two mines is between filty and sixty ounces of gold-dust.
