PARIS, September 17th, The New York World correspondent sends the following cablegram: A private letter from Milan states that a bock is about to be published simultaneously in Milan, Berlin, Paris, London and New York in the Italian, German, French and English languages, the title of which will be "The Fall of a Star." It is a biographical account and history of Adelina Patti, De C ux, and Nicolini. It has been written by the son of a well-known impressario, with the assistance of a number of opera managris and artists. It is full of sensational details of the life of the cele.. brated diva, with anecdotes by well-known personages, to whom her most private life has has been known in France. England, Russia and the United States. The story bow Nicolini cut out De Caux and finally married Patti is given in full.

But the greatest increase on expenditure is caused by that estimated as necessary for Public Works.

As a proof of the continued increase of expendi- ture under this head it is worthy of remark that In the year 1875 the amount expended on the Surveyor General's Department, an Public Work and Buildings, Roads, Streets and Bridges amounted to $169,643, whereas for 1891 the estimated sum for the Surveyor General's, the Water and Drainage and the Sanitary Departments amounts to no less than $320,379, while the total amount ́estimated for the con- struction of such public buldings as have actually been commenced or are in contempla tion is $2.540,237, which will have to be further increased should a new gael be constructed.
8. The Officer Administering the Government is fully sensible of effecting economy tu so far asis possible. It is at all times difficult to lay down any hard-and-fist line as to how, this in to be done, but there are many little ways in which those who are entrusted with the expen diture of public moneys can guard against need. less expenditure,

The Seventh Prince continues to have Inter. vals of apparent recovery, and as sudden relapses. The mysterious character of his long illness, to the Chinese, has given rise to many Emperor in constructing a new residence for his surmises as to its origin. It is said that the father made no provision for the numerous demons and evil spirits which had their aboda on the premises. As these evil spirits, cannot find entrance to the palace to call the Imperial Ruler's attention to this little oversight of his, they disturb the peace of bis father, not only causing him many painful days, but even seizing hold of 'his attendants and preventing them from assisting him.
