9th September, 1890. Since the evening of Saturday, the 6th, till yesterday afternoon, we have had a continuation of easterly gales, with heavy rains and for. The steamer Yamashiro Marú found the sea in the straits so heavy yesterday morning that she put back for a few hours. An English steamer also, put into the anchorage, and the British baique Sharpshooter did not leave the outer anchorage till today. I also hear that out of a fleet of three hundred cuttle fishing boats, | which left the barbour on Saturday afternoon, only seventy have as yet returned to this port. If these boats are really wrecked the loss of life will be great, as they carry from 10 to 12 men each.

The sailing division of H B M.'s Fleet, consist- ing of the Caroline, Hyacinth, Mistine and Wanderer, left here at noon on Saturday last for a cruise to the westward; while the steam division, consisting of the Imperisuse, Mercury, Severn and Leander left this morning for a cruise to the castward. The Rattler also left this morning, with mails for the salling fleet, and the Plover and Pigmy hava gone, but they will keep up communication with the steam fleet, All return here on or about the 16th,

The British ship Lanidowne, Newcombe master, arrived at the outer anchorage on Saturday, from Shanghai. She came into a loading berth yesterday afternoon and will load sulphur for New York-Japan Gaselle.

It is very loteresting to watch the impact of a determined mind, like that of the Viceroy Chang Chih-tung, on the brute passivity of popular conservatism. Ever since his arrival last winter the immemorial propriety of the city has been receiving perpetual galvanic shooks, until society has both its hands permanently, raised in tingling indignation and gulvering anticipation. From the first the official class, who have everything to lose by a change of system, have made up their minds as to the inconvenience of a ruler possessed by a rabies for reform. The personal traits of the Viceroy, indifference the physical envi- ronment of rank and wealth, and abrupt, not to say petulant, imperiousness of man ner, have not tended to decrease the dislike of his subordinates. On his first arrival his care for the poor, his generosity of his own goods and grim determination that the lower mandarins should share in the blessedness of giving, while Accentuating their disgust, won, him the affection of the poor. Later on, as his schemes were unfolded, the common folk began to discuss how far this would affect their personal welfare. All China now knows what those schemes are. On

sold, bridges were being pulled down, the trades of the people endangered, etc., etc. And now we had a most instructive example of the way in which China is governed, and the s'range mixture of despotism and democracy which differentiates this Empire so favourably from other Eastern lands. An Englishman would have expected a stringent order to the police, a lew arrests, summary punishment, and the un- bending adherence of a strong ruler to a strong plan. But the Viceroy thought it worth his while to issue a rhyming proclamation in casy atanzas, nasuring the people that what he was doing was for their good, and justifving bis several schemes, concluding in the usual motherly style of all Chinese proclamations, that really they must be good and not say naughty things about those in authority over them. The issue of such an edict by one of the strongest of China's high officials ap aks volumes for the power the people have when they choose to exert It.

The belief appears to be strong among the natives of all classes that the drain of money perpetually going on cannot long continue. The idea of the years of necessary quiescence of capital is new to a land whose interest is or dinarily calculated by the month. Of course foreigners look on with sympathetic eyes. It is true the schemes are too vast as commencements, and are too much ruled apparently by Impulse "regardless of expense"; it is true that Chang Chih-tung appears to have little idea of the train- ing necessary to thorough work in manufacture, and will probably have to learn by bitter experi ence that fruits of Western science If grasped too eagerly and ignorantly leave thorns in lacerated hands. But the aim is all in the right direction;" personal ambition seems really to have patriotism. as its associate rather than avarice; and we earnestly hope for the good of China that no
