For all this responsibility he gets pay on a par with a second-class clerk in a mercantile office, or, a fourth engineer on an ocean-going steamship, whose greatest responsibility is probably the correct copying of a letter book, making out a manifest, scribbling a few bills of ladion, or atie ding to the Port officet (hear, heat). There must, as said before, be some substantial reason for the falling off in pay of officers of the Brith merchant service. The chief reason" is undoubtedly to be found in the fact that the supply is in excess of the demand, which is largely owing to the falling off in the construc- tion of sailing ships bave studied. the past ten ship-building statistics of the years and find by them that the over supply of officers is consequent upon the fact that one steamer does the work of at least three sailing ships. (Hear, bear.) There fore the demand for officers is reduced by a third notwithstanding the expansion of commerce, for alongside with such expansion there has been an ever increasing improvement in the con- struction of engines and the speed of steamers. Again, there is another season, and one which must be considered carefully, I refer to that iniquitous law which makes it possible for an alien to pass for and obtain a British certifi- cate. If the demand was greater than the supply, then I can understand the advantage of such tws to British ship-owners, but seeing that the very reverse is the case, there appears no sufficient reason for the maintenance of a pernicious law which is in no way, shape, or form suited to the tim:s. We have great chanyes everywhere, and inore especially are great changes going on in the shipping world, and yet the chief law governing the manning of British ships is the Mercantile Shipping Act of 184, wherein It is clearly laid down that any British ahip of over Ico tons burden can proceed to sea with one certificated officer besides the master. Now, is that a law applicable to the present state of things? (No, no). I answer fearlessly in the negative and 1 am glad to find, but not surprised, to hear you all 'chipping in ' with decisive noes. There are other inws, too, which when passed were probably applicable the times in which they were conceived, but they stand to-day as a huge monument in com. memoration of the masterly inactivity of British legislators, and as a proof of the existence of grounds for the amalgamation of those who "go down to the sea in ships." Now, these laws should be repealed, and it is evident that in the United Kingdom there is strong feeling amongst sea-faring people that they must be ablished. That can only be effected by our strong representations, and I trust that this asso- ciation will lend a helping hard to our brethren at home. (rar, hear). More particularly do I hope to see the law repealed which enables aliens to take their "watch" on board British ships. (cheers), Not only do I hope that assistance may be found valuable at erdearours home, but that our honest here may be crowned with success in this special ofject. I am very glad indeed to find you have bound yourselves together in this impormat colony, and I hope it will be your endeavour, and your pride, to keep this Associe- tion an exclusively British society. As regards future action I am personally opposed to any demand being made. Any polite and reasonable request coming from such a body of men must meet with the just consideration of legislators and shipowners alike. No doubt we shall meet with trials and difficulties which must he faced man fully and successfully, I may add, if you hold together in one concrete mass, trusting in your fradera to give no commands except such as it is imperative should be obeyed to the letler. By making our wants known in an open, straightforward manner, I am quite sure we shall carry with us the sympathy of the public. The public are our owners in reality, and public opinion will carry with it all that is reasonable and consistent with the exigencies of the hour. In conclusion 1 may say that you bave my hearty gond wishes and warm congra- tulations upon your petition to-day-a position which is consistent with the proper dignity of an honourable profession. Mr. Chesney Duncan, the bonorary secretary, then explained to the meeting that there was no ordinance in Hongkong whereby the Association could be registered. He naturally supposed that as a kindred association had been regis tered in Australia under the Trades Union Act of 1881" this Association could do the same here, but he found that the local legislature bad, a yet, made no provision for anything of the kind. He would be glad to be instructed in this matter by, the President.

The Standard's correspondent at Madrid reports an interview with Canovas del Castello the Prime Minister, in which he said that foreign lafluence had nothing to do with the recent Ministerial crisis in Spain. It was due to the incapacity of the Liberals. He was in favor of a. moderate protective policy and a renewal of the treaties of commerce which expire in 1882.

Intelligence has been received here that an engagement has taken place between the forces led by El Zenoussi, a Tunisian holy man, and the Mahdists. The followers of the Mahdi wore defeated. It is reported Zenoussi has captured El Obeid, the capital of Kardofan.

The Universal Peace Congress was opened to day by David Dudley Field of New York. In an address at the opening of the session Field dilated upon the benefits to be derived from arbitration and simultaneous gradual disarma- ment by all the various powers.

Signor Crispt has no idea of permitting England and France to calmly dispose of Italian interests in Tunis. The other day, the French Government in return for its acceptance of a British protectorate over Zanzibar, to the virtual exclusion of French treaty rights in that island, demanded, besides predominant control of the Niger country, the right to terminate the Anglo-Tunisian treaty of 1889 and to end the operations of the Italian treaty, which would deprive Italy of all right of interference in that country which she now enjoys by that agreement. Despite the French protectorate established by the treaty of 1882, by which the goverament of Bey Sidi Aliis virtually controlled by the French Resident-General, Signor Crispi has asked M. Ribet for an explanation of the French representations to England pointing to the anacxation of Tuqit by France.

NEW YORK, July 16th.

The steamship Teutonic to-day concluded a journey across the Atlantic that places her at the head of all racers now on the ocean. The trip from Roche's point to Sandy Hook was made in 5 days, 21 hours and 55 minutes, and this beats all records except that made by the City of Paris in August last, which was five days, nineteen hours and eighteen minutes. The City of Paris has been withdrawn from ocean travel since she broke down in May. on her way to Liverpool, so of all the steam- ships now conveying passengers to and from Europe the Teutonic is entitled to the pennant, The average speed was twenty knots an hour. The Teutonic was built in Belfast. The only steamships that have crossed the Atlantic in less than six days are Teutonic and City of Paris.

The proclamation refers to this. It is written in lines of six characters!-

"Since I came into office as Viceroy of this province I have been in all things helping the people in their difficulties. No expense has been spared in the work of repairing embankments and relieving distress. The rate of interest charged by the pawnshops has been reduced by y authority, so that the poor may not suffer. In collecting the taxes the collectors have been forbidden to demand only large cash. You, the people, do not understand all my purposes. In what one thing have I not shown sympathy with

you?

The Emperor has given orders that iron mines shall be opened; the people will thus have a vast fountain of wealth opened to them. The new bridge has temporarily had the middle part of lt removed in order to enable ships to pass through. At the same time a moveable wooden bridge has been erected, that there may be na interruption of the passenger traffic. The local mandarins were notified in good time of what had to be done, and by and by the officials will restore everything to its proper condition, and the people in the neighbourhood are guaranteed against any damage to their fields or water-ways. Whether the place that | has been selected for works will be suitable or not will be seen hereafter. But what is being done is for the advantage of the people; how should I be willing to embarrass the people! If you have any secret causes of complaint why do you not come to my Yamén and state them. But there are certain bunybodies and scoundrels who dare to circulate false rumours; now they say that a canal is to be opened at Kiosha, pow they say that the bills are to be pierced at of Tungpa. There is, however, not a vestige truth in such statements; they only show how people can make a trouble about, nothing. Persons who act in this way will be apprehended and severely dealt with. It is absolutely necessary to take vigorous measures against such un- scrupulous man. Well-behaved people will be treated with all consideration, but the vicious will have no mercy shown to them. This pro clamation is issued for general information, and to prevent credence being given to wild rumours
