Tabourin, has invented a novel and practical method of lighting the streets, which will do away with underground mains and permit the rapid extension of electric light throughout Paris without interfering with the gas companies. THE Tientsin correspondent of the Shanghai Mercury writes on the 25th ulto.-From Honan I learn that the Yellow River has burst its southern banks near Cheng-chou, and has floded the country for many miles to the south. There are now two gaps in the embankment, one at Lung Wang-miao in Shantung and the other which I have just mentioned, and the water through both is flowing outh. The Chinese were quite right when they predicted some time age, when the Hough, the Grand Canal, and after their long baking in the sun, would not stand any great rush of water. in placer so dry that they went into powder and were entirely unequal to the strain put upon them last month, when the freshets came down. The Grand Canal between here and the Yellow River bas overflowed and burst its banks, and the same thing has happened on the big and mail West Rivers, to that Tientsin is now surrounded by water as far as the eye can see, and the road between the City and the Settle- ment is flooded in some place to a depth of two feet.

There are several honest overseers in this Department, of course, and we heartily sympathise with them. Men with $100 a month must find it a hard struggle to refuse the "cumshaws" which the rascally Chinese contractors press on them, and to have to return, as a matter of conscience, the generous contributions towards their Christmas cheer which they see their fellow employés accepting wholesale. They unfortunately get but little credit for such exceptional honesty. Not very long ago several Chinese contractors were reported to the head of the Department by one man of integrity, for trying to suborn him, and strangely enough, these scoundrels are silil employed by the Surveyor-General. Another member of the Department had fourteen turkeys giving a musical entertainment in his back-yard last Christmas-all presents from contractors and other persons who, no doubt, expected some quid pro quo. Yet the latter officer is probably as "solid" with his chief as his colleague who was above being bribed,
