There are political reasons why the Foreign Powers should firmly maintain their position in Canton, and the construction of fifty railways would not in any way solve the difficulty. It was at one time a pet scheme of the Viceroy Chang Chib-tung to "clear" by coercion or diplomacy, all foreigners out of Canton by making Whampoa rot only the shipping port. but the great centra of foreign trade; but even that astute statesman had quickly to recognise the hopelessness of his dream and, to accept the situation as he found it. THE GORSKI—ALSAGOFF CASE.
It is generally undesirable to cause any man to stand his trial twice on what is really one charge, but the utter mismanagement of the Crown case against Syed Mohamed Alsagoff justifies the general desire that the Crown should again prosecute. The first four charges were withdrawn because it could not be proved that the young woman Marie Gorski is with child; but that event must declare itself absolutely within two months, and if she should be with | child the Crown will have the opportunity to again bringing forward its case. With that con- tingency in view it becomes the duty of the Government to consider that the Gorskis are absolutely destitule, have no means of main tenance whatever, and are even now begging for money to take them away from the Colony. They ought not, in the circumstances, to be sent away, and they ought to be temporarily maintained by the Crown as persons who may be required, as Crown witnesses, and whose longer detention here is due to, the fact that a Crown prosecution broke down partly through default of Government officials-whereas on the contrary the Government has rejected their petition for temporary maintenance, has warned them that it takes, nothing, more to do with them, and has left them to starve or go away as they best can. Yet if they disappear, and if the young woman is really with child, a very serious responsibility is evaded by the Crown prosecutor. So much for the duty of the Government. As touches Syed Mohamed Alsagoff, it is very hard upon him that after standing his trial he should remain' with the risk of a further prosecution resting, en him; but such hardships must be endured. If he is well advised, or if he can be brought to look at the matter from an English standpoint, he will still further postpone his journey to Eurore, saying by his continued presence "Here I am ready to face the matter out."

Thaipong is on the other hand-a compara. tively large town of some ten thousand people, and is the residence of all the officials as well as a number of officers of the Survey and Public Works Depinment.
