The N. C. Daily News states that the vessel is something like a mile out of the regular track of steamers. Some of the passengers tried to get away in one of the boats but through some accident, said to be the breaking of a davit; the occupants were thrown into the water and eighteen of them were unfortunately drowned. Had they remained in the ship till later on they would all have been saved, because there would then have been no difficulty in getting ashore.

July 23rd, 1890. Our summer this year has been less severe than last year. There is so far no sign of any excessive sickness amongst the natives.
The steamship Soochow remains in the same place where she stranded last February. Efforts have been made to get her off the sand, but hitherto without success. It seems that the contractor, a Chinaman, is unable to perform the task. There is, however, still hope, a hear that fresh arrangements are being made in Hongkong.
Thieves and pirates are rampant here just go; the latter particularly. The gunboat Chesto recently caught a dozen more or less in the Straits. They will be executed shortly.
Until recently, the German Consulate affaire were administered by the Acting British Consul German steamers now come under the general rules relating to vessels which have no duly appointed representative. This change has given much satisfaction to the seafaring com munity, German steamers have often been detained in consequence of a bank or other holday not recognised by the Customs; and in the meantime some other fortunate or unfortunate enough not to have a Consul has slipped in, entered at the Customs, and cleared out with the cargo; thus, placing the Germans at a decided disadvantage. However, I believe there werè weightier reasons than these connected with the Deli emigration scheme which made the change desirable.

have intimated The Japanese authorities here have a desire lately to have the Treaty with China revised. The other day the Viceroy sent the Customs Total to the Japanese Consulate with the Liu-chiu a demand for the restoration Islands to China. It is the old story of a Roland for an Oliver. The Viceroy has been informed that Great Britain is backing Japan's demand on the Treaty revision question, and you will find that this fact has had something to do with MUSICAL INSTRUMENTS, &c. Admiral Lang's resignation more than had any other cause. It will also appear by and by that there were political motives, as well as those dictated by the military necessity for the railway through Manchuria, in Messra, Kinder and Cox's surveying expedition, which has lately been concluded. No useful survey could ever have been made to the shert time devoted to the task,
Letters just received from Wu-ling Fu, says the Chinese Times, reported that a large portion of Shantung it flooded by the Yellow River. `TAMBUI, July 21st, Our port was visited by a typhoon on the 17th instant, and for about ten hours we had a rough time. The barometer at 9 p.m., 16th Inst., registered 29.80. During the night I tell three tenths, causing everyone to look after the security of their property, and at 3, o'clock the following afternoon an additional fall of eight- tenths was observed. From this time the glass rose rapidly and had reached its normal height on the 18th.__The blow commenced at 9 am, 17th, wind N.E., backing gradually to the west ward, from which direction it blew until about-z|| p.m., when there was a luil for nearly two hours, after which the wind veered to S.W., and blew with hurricane force until to or 11. Át I am., 18th, there was a moderate breeze blowing from S.W.
The damage to property is not so extensive as fi might have been, had no time been give for precautions. On shore the Customs premises suffered most, large portions of the roofs being clean swept of tiles, portions of wall levelled, etc. H.B.M.'s Consul retreated to the Dutch Fort, where he could safely defy the force of the elements. Strange to say, the houses on the hill suffered least, the only notable damage there being the fall of the cemetery boundary walls. Several trees were uprooted at the foot of the Bluff, one in its fall crashing through the roof of thatched but, injuring one of the inmates. Rumour says there was a landslip in one of the forts by which eight men were buried alive.

Two Chinese transports, which were in port, collided, one of them having dragged her moorings. The sido fortunately turned ebb and enabled them to clear without sustaining damage of any importance. A pontoon broke Adrift from the Arsenal at Tai-peh-fo, and after colliding with the bridge, drifted to Tamsui, and fetched up at the Customs Jetty, where it was secured.

In that short section of the river there were found six breaches on the right bank and eighteen on the left, through each of which water was zum- bling in a cascade. The steam-launch had the greatest difficulty in avoiding being swept over these outlets, and was once or twice nearly espaized by the force of the current acting against her rudder and propeller. The mails were entrusted to a native boatman, who under- took to make his way to Tungchow across coun- try avoiding the river currents altogether. For some time to come it is evident the river must be considered unnavigable,
