The man under whom, as Acting Registrar- General, lecherous characters were first employed with public funds to commit immorality with 'Chinese and other women in order to convict them of being immoral without a license, and thus bring them upon the register of licensed" sin-this man, the "Honourable" Alfred Lister, is now Colonial Treasurer, Postmaster-General, and a member of both the Executive and Legislative Councils of the colony.

Another individual who figured in that enquiry was Henry Ernest Wodehouse. He was the Acting Registrar-General at the time that his subordinate, John Lee ("Inspector of Brothels"), entered a private house and chased two women whom he suspected of being immoral without a license, to the top of the house, and thence over the roofuntil they both fall thirty-six feet to the granite paved yard below. One was taken up dead and the other in a dying condition. The man Lee was only carrying out his usual vile duties under the Acting Registrar General; and the jury found a verdict of accidental death in the cases of both the victims. They were Chinese women. The then Acting Registrar-General, is now the "Honourable" H. E. Wodehouse, C.M.G., Chlef Police Magistrate of Hongkong, a Justice of the Peace, and an adjudicator under the so-called Protection of Women and Girls' Ordinance! The local directory of officials shows that John Lec is employed under that Ordinance at his old occupation of "Inspector of Brothels,"
