The N. C Daily News gives the following particulars of a collision between the Sin Nansing and Strathleven:-The Sin Nanging left Shanghai on the 16th instant for Foochow, with a falling barometer, and a inéderate S.S.E. wind when off the Lismore. At 8 p.m. she experi enced a moderate S.E. breeze and fine clear weather. On the 17th at 2 p.m. the brezza freshened with thick weather, rain and rising E&E sea, the vessel solling beavily 305 p.m. very heavy breaking sea, the wind rapidly rising and coming in fitful gusts; 4 p.m. the engines were slowed and at 4.10. p.m. the Sin Nansing came to anchor in Bullock Harbour in seven fathoms. The Strathleven came in and anchored ahead of her soon afterwards. At 6 p.m. there was a heavy ENE. gale blowing with thick rain, and the barometer bad fallen to 29.48; 8 p.m. strong typhoon, very heavy squalls and continued heavy rain, barometer 29.43; 9 15 p.m. strong typhoon with furious squalls and heavy rain, so the second anchor was let go, and while this was being done the Strathteven commenced to drag her anchors. In consequence of this, the Sin Nanzing veered out cable, but by the time 75 fathoms were out, the Strathleven dragged across her hawse. The latter steamer then went astern with her engines to get clear of the Sin Nanzing's bow. She succeeded, in doing so, but scraped and bumped along the other steamer's starboard side doing a lot of damage. The Strathleven, having finally got clear, steamed about the harbour for the rest of the night. At midnight the barometer was down to 39-30, but how much lower it went down is not known, as everyone on board were too fully

It was scarcely surprising that a man of the Barradas type should embezzle large sums of money when the opportunities of doing so were so easy, anilitis perhaps astonishing that his defalcations did not aggregate a far larger amount than the $50,0:0 which he actually made away with. That he could have done so and got clear away, the evidence of the Assistant Postmaster General and monthly Auditor clearly enough shows. There were no proper rules as to a monthly audit of Barradas' accounts, and by rubbing out a few letters on a Treasury receipt form-which forms by the way, were unnumbered--he was able to make it serve two purposes! The monthly auditor did not compare the Treasury vouchers with the entries in the books; he said he was not bound by rule to do so! So his cursory Inspection was no audit at all-a sham, like the whole system in vogue throughout the entire local Government service. But how did Batradas come to be absent on leave in 'the month of March? Were all his accounts properly balanced and in order at the end of 1889 Had there been an audit of his books and vouchers up to the day prior to his departure" on leave"? Had there been no "patching up'
p" of his accounts, to the tune of $15,000, at the end of last year? Had he never been reprimanded for getting his accounts into an inextricable muddle? Was it not notorious, not merely in the Post Office but throughout the colony, that he was a regular habitué of the Chinese gambling hells in Kowloon city? Had he never been seen in the company of" doubtfuls 7 Was he a man who, as superintendent of a most important public department, the Postmaster General could ask to "meet a few friends at dinner?" It was from no want of will that Mr. Lister failed to satisfactorily carry out all that he so gaily undertook, but owing to the fact that he was permitted to assume the responsibility for the efficient working of more departments in the Public Service than any one human being could possibly execute with any approach to efficiency. This, of course, was not entirely his own fault? Mr. Lister was not so much to blame as the pernicious system o general in this colony of "crowding" Incrative berths upon favourites, regardless of their capacity or of public interests. FORMOSA.

KELUNG, July 23rd,
On the 17th instant a typhoon passed quite close to our place; it came up on the East side of Formosa, and was nearest to Kelung when it was about north of the Island. We had only the steamer Cass in port, besides a lot of junks. The Cass broke adrift, as she lost the stock of one of her anchors. By great care, attention and use of the engines the steamer was saved from going on to the rocks. The wind wore round from N.E. through N. to W.; it blew hardest from W. to S. W., when the barometer was lowest, about 1 pm showing only 28. After 2 p.m. the barometer went up rapidly, and during the evening and night the weather moderated altogether.
As near as I know, no lives were Jost and large junk was stranded near the Custom House; two small ones were lost and two men were thrown in the water, hut their lives were saved, one by the Cass, and the other managed to got en shore. On the the whole, the damage was not
