THE London Gazette of the 17th inst, has the following notification:-Downing Street, June 17th-The Queen has been pleased to approve of the appointment of James Johnstone Keswick, Esq., to be an Unofficial Member of the Legisla tive Council of the colony of Hongkong. JIMMY MCMILLAN, & private of the A and S. Highlanders, appeared in the "dock" at the Police Court this morning and made his salute to Mr. Robinson. He was charged with being drunk, creating a disturbance, damaging pro- perty at the Cricket Pavilion, and assaulting two Constables while in the execution of their duty yesterday evening. "Tommy" pleaded guilty and was bound over in one surety of $5 to be of very good behaviour for the next six weeks, after which he can kick up his heels again, if he likes.

An inquiry was held by Mr. Wodehouse at the Police Court this morning, into the death of the Chinaman who fell over the Peak tramway embankment on the morning of the 16th inst. and sustained injuries from. which he died a few hours afterwards. A dispatch from Buenos Ayres says a revolu ionary agitation has been started in Entre Rios, and it is incressing.
In the Commons to night Healy asked the Speaker to rule on the question whether there was any precedent for the Licensing Fund. The Speaker's reply created a sensation. He made a long speech, giving as his opinion that there was no precedent for such fund, To allow the License Fund to accumulate as the Government
proposed, he thought, was a grave inporation which the House itself ought to decide upoa. The ruling was received with enthusiastic cheers. After further debate the Ministers retired to discuss the Speaker's opinion. Lord Hartington and Chamberlain advised the Cabinet to drop the clause. No definite conclusion was arrived at, but it is understood Ritchie and Goschen have recognized the impossibllity of retaining the clauses, and will allow them to be dropped while retaining their portfolios.
