ANOTHER wayward domestic had to face the music at the Police Court this morning where Mr. J. M. Laine, of Messrs. It transpired in evidence that the youth was, up to the boar of his arrest, in Mr. Laing's employ and as such had access to his master's room, and it was, owing to a wily Chinese detective, who pounced on him in a pawn-shop in Wellington Street, where he was about to sell the pin yesterday afternoon, that the thief was brought to justice. In defence the scamp said he picked it up an excuse which was too "thin" for Mr. Wodehouse who sent him to gaol for six months; shot drill, oakum picking, scrubbing, &c., being thrown in just to

Can you inform me if there is any truth in that statement ?

Hongkong, 11th July, 1890. (The statement is a barefaced lie, without even a vestige of truth, to justify it. What, Sir George Bowen actually did was to make an ass of himself by turning the first sad of what he wanted to be called the Bowen Park; but nothing whatever was done in the way of reclamation until a vote was passed long after Governor Bowen left the colony. There has been no formal opening of the Racecourse enclosure up to date, nor is there likely to be any for years to come. Our correspondent is probably not aware that the Daily Press made itself Dotorious as the jackal and toady of Sir George Bowen throughout the term of that godly man's misgovernment of this colony, Ed, Hongkong Telegraph.]

In conclusion, it occurs to travellers like our-

selves to wonder whether there is any other part of the world in which steamers and railways are in use, where such a state of things would be tolerated. When a steamer company sells a ticket to Tientsin, for twenty-five tacis, more or less, is there any obligation expressed or implied to take their passengers to Tientsin

Would it not be a good plan for these com- panies to suspend their internecine warfare at least on the Tientsin route, and make some simple arrangement while the present stage of low water lasts, to have their passengers con- veyed "to Tientsin" say by tag, without need- less vexatious delays? Failing these drastic measures would it not be more becoming for the companies either to give up conveying passengers at all (which we are constantly told does not pay) or to sell tickets merely to Tongkuor to the Nine Forts?

of the yelling Tientsin boatmen, ten of whom make more noise in half a day, than ten tiines the number of Shanghai boatmen in a week. The good-natured Captain of a tug boat volun- teered to take us up to the "Nine Forts," where we could subsequently be transferred to another tug. A large sea-going junk drifting down the river had adroitly inserted itself exactly in front of our steamer, and the mo indefatigable exertions of its crew, tugging at a windlass, only succeeded in making the unmanageable, craft assume the various positions of the blades of a pairal shears, without advancing down-stream a single fathom. Tired of this delay, the Captain of the tug ordered his "lowdah" to get out a meat cleaver with a view to cutting the rapes holding the junk, which resulted in the dropping of these ropes, and the opening of a passage for the tug-boat. Arrived at the "Nine Eorts," we

ago Mr. Reid reported the case to the Governor, H.E. Chang Yao, and he at once issued strict be sent within three days, and that the case should be settled. But, as usual, these same subordinate officials preferred the course of injustice rather than of justice. They had already reported to the Governor, and probably to the Tsung-Yamen, that the foreigners had really paid only half of the purchase money, though time and again the foreigners

lord himself had acknowledged receiving the full amount, until after threats and intimida- tions he confessed as the official-"the father confess. It was a glaring case of trying not and mother of his people "—desired him to only to cheat some one out of claims to a certain piece of property, but also out of money_origi». nally intended for a charitable purpose. Hence It was that the case was referred again to them Governor. And what was the result? Instead of acting, respectably and choosing just and honourable measures, the magistrate again summoned the poor unfortunate landlord, threatened him for saying he had received the whole amount, but really only half, and then by more threats reversing the order, beat him a few blows on the face, extorted from him 500 fiad or $250, and left him in such weak condition, of which the treatment was plainly the occasion though not the cause, that in a few days he died. Such is Chinese justice, on the one hand permitting in the clearest of terms the purchase of property by the mission- aries, and on the other harrowing the life of the seller until death claimed him as one of his own. The sad part is, that no way seems open to gain any kind of redress, and that the American mis- sionaries seem left to themselves. That they can hardly consent to be "bluffed "out of their

money, or even to see it tried on the poor land- lard's family, is by no means to be desired, but how they are to escape from the game so cruelly. played is rather a puzzle to even the most experienced.

There is rather a change among the officials here holding office. Some time since the Pre- fect, Mei Ch'i-bsi, retired from office and a Manchu, lately Prelect of Wuting Fu, Te Ch'un,' was temporarily appointed to his place. Later on the Provincial' Treasurer, Wang Yi-tsro, went into mourning and so into retirement, and, the Judge, Thu Jun, took his place temporarily, until permanently appointed thereto by the the office of the judge, until the official appointed Throne.
