A motion for the adjourn- ment of the debate was then brought forward, but, notwithstanding the support of the Govern. ment, it was negatived and the Bill was rend a

coad time without a division, Mr. Balfour said that the vote for the adjournment of the debate, which was carried against the Govern- ment, was without significance.

LONDON, May 15th.

The Queen visited Baron. Rothschild at his seat at Waddesden Manor, Aylesour, yesterday, and returned to Windsor in the evening.

If the savages have had a good time of it the same cannot be said for the unhappy sokliers, only 30 of whom met their fate at the hands of the enemy; but from two to three hundred are said to have died of disease. As soon as the order was given to `sirike camp and retreat the Government seems to have left each man to look after himself, except a comparatively few who came back in the Hatching, when she went to fetch the Chen-tai and the officers of the force, the rest have had to find their way back overland or in cargo boats. Those in the latter bayc suffered fearfully from starvation and fever &c. They were eight days in making the passage, during which 30 died; and started with harely enough food for a single day's voyage. The sight on arrival beggars description, and foreigners were kept busy during nearly the whole of one night in doing what they could, by distribution of food and medicine, to take the edge off the poor wretches' misery. Several died soon after landing. The officials when appealed to for aid sent down grave diggers with instructions to wait until the dying hal did. All over the place may be seen poor fever-stricken creatures that have been ejected, or crawled out of the forts and camps to die. If report says truly they are fortuante in dying as a terrible fate, nothing less than being buried alive, awaits those m: ribund, who being on the regular strength of the garrison will entitle their interrers to claim four or five dollars burial fee. At such a time as this, when actually on cam- pain, they are not supposed to be afforded regular funeral rites, and so those who die before settling down into garrison do not draw the money, hence the numbers scattered brand cast. Words fail to describe the utter state of demoralization under which the Chinese Braves here exist, and it seems almost a cruel jake to speak of them as soldiers. Like wolves they are.tress still existed in the Eastern Sudan, and ready to rend each other, as soon as failing strength puls a comrade at their mercy.

A movement is on foot to erect a memorial to Lord Strathnairn, and the Lord Mayor has been asked to open a fund for the purp150.

A Portuguese expedition has started to occupy Zazaland with the view of confirming Portugal's treaty sights to the protectorate over that terri tory.

The delegates of the Indian National Congress have addressed meetings at Bristol, where a telegram from Mr. Justice Norris, of the Calcutta High Court, was read wishing every success to the movement.

Sir Charles Hobhouse presided at meetings. in several of the London divisions last week, and the Hardwicke Debating Society in the Temple after four hours warm debate carried a resolution favouring Indian reform,

A meeting of delegates takes place at Reading to-night, and on Friday the Manchester Reform Club will entertain them at dinner and a meeting will take place afterwards. On the aeth instant the delegater will be at Birmingham, when they will hold a meeting under the presidency of General Phelps. On the sand instant the Qxford Union will hold a debate to which the delegates have been specially invited to attend. During the Whitsontide holidays, meetings will be stopped. Meetings will be held on 2nd June at Newcastle and subsequently at Aberdeen, Dundee, Glasgow, Edinburgh, and Dabila. A meeting of ten, Federated Associations of South Wales will be held at Cardiff on the 16th June. Mr. Mudolkhar Joshi, and Mr. Eardley Norton with Mr. Surendranath Banerjee will take part in the later meetings..

CALCUTTA, 15th May. The Government agrees to suspend orders imposing income tax on imports pending receipt of the Bengal Chamber's memorial.

A Washington telegram says that Senator Jones on Tuesday, in the debate in the Senate on the Silver Bill, made an eloquent speech in favour of the free cainage of silver. The Senator's remarks were received with signs of appiobation,

The Local Taxation Bill, containing clauses empowering the County Councils to negotiate the withdrawal of publicans' licenses and to com pensate the holders, which has been under de- bale for three days in the House of Commons, and has been hotly opposed, was finally passed last night in 2 full House by a majority of Rovinat seventy-three votes. Mr. Ritchie, during the debate, said that the sole object of the Bill was to promote temperance.

Mr. Gladstone is making a political tour in the Eastern countries and has met with an en- thusiastic reception at Ipswich, where he made a speech in which he insisted on Home Rule but utterly disclaimed separation.

BOMBAY, May 16th.

Mr. Chaplin, Minister for Agriculture, speaking in London on Tuesday night at a banquet of the Bankers' Association, said that he hoped that the American Silver Bill would be passed. When this was donc, Europe would imitate, America, otherwise evils similar to those under which India has suffered would certainly ensue.

In the House of Lords last night Lord Wemyss raised a discussion on Socialism and the tendency. of recent legislation in respect thereto. Lond Salisbury said that Socialism was a great mix, take, and implied the State taking upon itself the duties of an individual. Nevertheless his lordship said, the agitation indicated the existence of evils which it was the duty of Government to remedy.

The Invalide Russe published a letter from Yarkand stating that the Chinese have restored the wall which formerly surrounded Kuldja, the sole reason for the step being respect for their tradition that the seat of the Taoutal might be surrounded by a wall. The same letter states that two Kirghiz communities in the province of THE SCOTTISH ORIENTAL STEAMSHIP Kuldja, which in 1884 opfed in favour of Chinese nationality, now desire to become. Russian subjects..

According to the journal Sof the Ministry of Ways and Communications has submitted to the Committee of Ministers a scheme for the construction of a railway in the Unturi territory before the close of the present year.

A paragraph recently published treating of the part which China might play in case of a European war bus excited the Russian Press to attack England. It says that Turkey is no longer to be reckoned upon by England, and that Persia is still too weak, but that China, in- structed by British officers, and supported by Billish money and arms, might render excellent service to the English. Attention is also drawn to the fact that Germany for several years past has also been very, active in China. Rasia would do well, it is said, not to underrate the dangers which threaten in the Far East.
