The Viceroy of Canton is credited with having decided to increase the Li-kin duty from taels 80 to taels 100, and we venture to assert that in so doing he is clearly and 0.75 most u justifiably exceeding his powers. It was definitely agreed that the Opium Agreement should come into operation six months after its signature that is on the 18th January, 1886- providing the ratifications had then been exchanged, and if they were not exchanged then, it was mutually arranged that it should take effect from the date on which such exchange took place; and further, should remain binding for a period of four years, and at the expiration of that period could only be terminated by twelve months notice duly given by either Government, No such notice has ever been given, so 5.00 that, as a matter of fact, the agreement still 7.50 holds binding, under any circumstances, 12.00 until the 18th January, 1891.

LAST night a European constable dropped on a coolie in the neighbourhood of Wong-nei-chong carrying a bundle in which he found a revolver, for the possession of which the man could not account satisfactorily. When "docked" before Mr. Robinson this morning the Chinkie denied the charge, but had nevertheless to ante up a fine of $40, which his Wwship imposed, rather than face the grim alternative of six months' quod, with hard labour thrown in to keep him from wearying.
DANDITTI are by no means unknown in the Philippines. The other day the authorities sent troops to arrest one Pancho, who, with a' band of marauders. terrorised the Camarines and Albay. Their crimes werdinnumerable-ranging fram-simple "sticking-up of inhabitants to massacreing an entire family with fiendish cruelty. For at least balf-a-dozen years they had evaded capture, but the other day Captain. Narvacs, governor of Sagnay, attacked them with a party of volunteers, and slaughtered every one, dying himself in the affray.
A FEW weeks ago, says the Shanghai Mercury, a train of sixty-nine casts, each containing about a hundred new magazine rifles, left Newchwang for Kitir, and we learn that the fine arsenal at Kirin has recently been unusually busy manufacturing cartridges and shells of all sorts. The arsenal is managed entirely by, Chiness. A foreign gentleman, who has recently gone through it, gives us a glowing description of the excellence of the work done there, and of the efficiency with which it is conducted, which we were hardly prepared to expect.. THE shares of the China Sugar Refining Co. Ld., have been freely offered to-day at $178 per share, and without finding purchasers. Thzla means that since August last the market value of the scip of this Company has depreciated to the extent of $2,070,000-the difference between fifteen thousand shares at $316 and the rate quoted to-day. As we are not in the prophetic line it would be rash to attempt to prognosticate how much lower the quotation for China Sugars will go; but prospects are certainly the reverse of encouraging. And yet the price of a whiskey

SOMEWHAT important opium case was con- cluded this morning at the Police Court before Mr. Wodehouse. Chan Lam Tong, a retired merchant, was charged with being in unlawful possession of 158 tecls of prepared oplum, with- out a licence from the Opium Farmer. Mr. Caldwell, for the defence, contended that as it was shewn in evidence and admitted, the opium was more than two years old, the alleged offence could not, even if the drug had been used for smoking purposes lately, be considered an encroachment upon the rights of the present Opiam Farmer, and he therefore, pleaded for a lenient sentence. His Worship, notwithstanding the protests of Mr. Mosson, who appeared for the Farmer, endorted Mr. Caldwell's

IT is currently reported in well informed Chinese circles that the opposition of the China Mer- Chante Co.'s steamer Kiangkwan on the Canton river, to the Hongkong, Canton and Macue and the China Navigation Companies, has been "bought off" for the sum of $15,000 We suppose the report is true, and if so, the next question is who will be first in the field to once again milk” these far-sighted, would-be monopolists ?
IT appears that a bill has been lately intoduced in the House of Commons to amend the law on the subject of the liability of Directors of Com pantes-by providing that every statement made in a prospectus aball amount to a warranty, and that every director may be sued for damages unless he can prove that he made reasonable Inquiries and believed that the statemen's were true. This bill is in consequence of the recent decision of the House of Lords in the case of Derry v. Peck (reported weekly no'es p. 128), where Lord Bramwell laid down that if a person believed that he was stating the whole fruth and had reasonable grounds for that belief, bis statement was not fraudulent, and Lord Her- shell added that to prevent a false statement frani being fraudulent there must always be an honest Felief in its truth, and if there is such an honest belief ard reasonable grounds for that.) belief, the statement is not fraudulent. Are we not well within the mark in stating that there are director of public companies in this colony who have reason for self-congratulation that this. proposed bill is not now the law of Hongkong?

WE regret to learn from Newchwang of the death at that part, from drowning, on the night of Wednesday,' May 21st, of Mr. John Forsyth, second engineer of the steamship Ardgny Captain Cass writes under dite the 21st inst. that Mr. Forsyth had been ashore and returned to the ship in a sampan late in the evening. In stepping out of the sampan on to the gangway ladder he missed his fooine and fell into the water. A very strong: tide was running, and as Mr. Forsyth could no swim, he was rapidly carried away and must have been drowned almost instantly. When
