They had done their best to stop it, and he believed that they were on the road to that end as their new premises approached com- pletion, but all icy could do was to reduce it to a minimum. There was no doubt that in every business in the Colony there was considerable leakage through that, even in private firms--and he hoped that the Legislature would take the mat ter in hand, and deal severely with the receivers especially. For every case of the kind detected they might depend that a thousand-ten thousand perhaps were undiscovered and unpunished, Therefore when a thief was discovered he ought to be severely punished. The Company had also had a gord deal of trouble through the death of their Chinese'mannger. As was the custom, the place was given to one of his nearest relatives, but as he proved unequal to it another nanager had to be found He believed that the ne selected-Mr. Chan. Afook-was dring his best to reorganise the department, and undoubtedly he was one of the most able Chinese men of business in the Colony, so they might hope for Lven better results from that department

in the future.

Mr. W cking, in tendering the thanks of the shareholders for the exceptionally good report, expressed the opinion that any question as to ruising new capital, or the formation, of a reserve furd, shruid be left to the general manager. For his part he preferred the increase of the

reserve.

The Chairman agreed that the profits should be restricted so as to give the branch establish. ments more capital to work on, and quoted the example of Manila in support,

Mr. Lerch was of the same opinion, but asked what effect the increase of competition had bad on the Company's business locally,

The Chairman replied that he had intentionally avoided that question until directly anked, but be might say it half had a beneficial effect. The begin ing of the Company's outside lccal business was due to competition, when Messrs, Llewellyn and Co. of Shanghai, (an old branch of Watson & Co.) started. That put the Company on their mettle, and they went north, and wherever they set up they found business. They had had businesses grow out of them, as it were, in opposi tion, and it had only spurred them to new exertion. Any old business left entirely to itself got lazy to certain extent the principals, probably, bad enough to satisfy them, and wanted to take things easy, But when they got alarmed.

There had recendy been keen competition here, and a considerable: reduction in prices-as much as 25 and 30 per cent. in some instances, but not on everything, for some things could not be under-sold, owing to the system the Company had of purchasing directly from the manufacturers, and therein lay their strength. From one end of China to the other the Chinese could get things at the same price as in Hongkong. Legitimate competition that which looked for a fair retura ou its capital-must do good to an old properly conducted business, by giving it an impetus. (Hear, hear),

i. A SEAMAN'S LAMENT.

TO THE EDITOR OF THE "STONGKOnd Telegraph," SIR, I am a poor ould sailorman and I came in a ship from New York to Hongkong and I have had a lot to do with the rogues of the Bowery there but for down-right cheek the Sailor's Home here takes the cake. We had just dropped our hook whio along comes a dapper sort of a chap, and on board of our ship he comes and commenced axing every one of us if we was to leave our ship and insinuating there was any amount of ships here and good wages too, and by me saw) I was silly caough to belave him, and so after a bit we wint to the American Consul's and got paid off, and then commenced the fun. 1 got a lone of five dollars from this chap and then I had to gave him ten for it. Of course I kicked, but I had to give it to him, as he had the power not to ship me, or anyway send me away in a floating terror, and now I can sum up my cruise. In Hongkong I've been half poisoned with bad whiskey, preached at by the minister, and fired out on the beach by that long polisman of a steward for spinding all me money at the bar lo the Home. And I recommend him to stick up this piece of poetry over his door:--

Ale and whiskey, rum and beer,

Beggars made and mended hera, Whin nothing's left to pay the score We generally kicked them to the door. And I am bound now to the land of the free, and may all the saints bless you if iver you catch me amongst so many Jews again.

LONDON, April 15th. Telegrams from Delagoa confirm the reports as to a new Portuguese Expedition to the Sbird country.

In the House of Commons this afternoon, Sir John Gorst, replying to a member, sald the traffic in girls between Madras and Rangoon was engaging the attention of the India Office, and the laws already in existence for dealing with the traffic would be stringently enforced, April 16th.

A St. Petersburg telegram says a young and and beautiful Russian girl has been imprisoned on a charge of attempting by bribery to obtain A copy of the new mobilisation scheme.

Lieutenant Wordsworth, of the Staffordshire Regiment, grand-nephew of the poet, and son of Bishop Wordsworth, committed suicide to-day by drowning himself in the Severn.

The newspapers in discussing B1r. Goschen' Budget express a qualified satisfaction with it, and regret that no reduction has been made in the Income-inx. Mr. Gladstone and the Liberals say that the Budget has been frittered away in small concessions, and that the reduction in the tea duly is too small. They also condemn the postponement of free education.

A sensation has been created here by the announcement that Baron Plessen, the German attack, had instructed an agent to obtain plans of the Russian fort cases, Baron Plessen bas decamped to Copenhagen.

LONDON, April 19 h.

Non-party meetings to discuss the Indian Con- gress were held 10-day in the various divisions of London, and also at Northampton. Large and attentive audiences were present at each. Messis, Bannerjee and Hume, Sir W. Wedder: burn, Mr. Dadabhav Noroji, and Mr. Martin Wood were the chief speaker,

Resolutions were proposed and supported by local speakers at each place, and carried unani. mously, urging on Government the necessity for an enlarged Council and the introduction of the elective principle.

The treatment by the press here is encourag- ing to the active agents in the movement. The Timer and the landing dailies are reporting the meetings. The Leeds Mercury strongly urges Lord Cross to grant the right of election.

A campaign on a larger scale is being arrang ed. Messrs. Bradlaugh, Justin McCarthy, and Beaufoy have so far attended all the meetings.

Mr. Bannerjee has arranged to speak at Taun- ton, Plymouth, Truro, Exeter, Barnstaple, Swansen, Cardiff, Bristol and Bath during the next fortnight. Mr. Naoroji will attend the last four towns.

Campaigns in the Midlands and the North of England, are to follow, Delegates have also been invited to attend Manchester, Liverpool, and elsewhere.

It is believed that Mr. Stanley will undertake the Governorship of the Congo Stat^, Mr. Gladstone has fully recovered.

An official, who for several years held office in this province and had been promoted to the governorship of Shansi, has lately died, H.E. Yi Shan, a Manchu. I mention bim, as in many ways be has shown a friendliness to for eigners. In his younger days he associated with Dr. Martin in certain work in
