of naked sabres and fixed bayonets to-day, when an attempt to get up a bread riot was vigorously quelled. The Government consented to a mass meeting of idle men, but insisted that it should be held in the courtyard of the military barracks, an uncomfortable place in which to get up a revolution. The courtyard was crowded with excited workmen this morning and the neigh- boring streets filled with carbineers, infantry and artillery. A force of cavalry was also at hand. The entire preparations were directed by Prime Minister Crispl.

For the past year legislation and the force of public opinion have strengthened the civic force in Spain, to the anger and dismay of the military officers of the old school. The bitter feeling against Stanley which has been ripening here for some time seems to grow more intense daily. The lecture last night by
Herr Reichard has attracted much attention, and may spoil the effect of Stanley's reception in Berlin. After asserting that Stanley learned Livingston's whereabouts from Arab traders at Zanzibar before starting on his famous search, Reichard ridiculed the line of action adopted by Stanley to reach Wadelat and accused him of baving been directly instrumental in wrecking the last pillars which still supported the authority of Emin Pasha in equatorial 'Africa.
Court advices from St. Petersburg are that a movement in favor of reconstruction of the Government finds adherents in the Crar's circle. The Grand Duke Vladimir, the Crar's brother, fears the Ministerial Section, urging the Czar to create a parliament consisting of representatives of the nobility elected by semisvos, with a limited number of delegates elected by towns, The Crar's repugnance to parliaments is reported as giving way under the belief that the estab lishment of a parliament will put an end to the attempts on his life.
LONDON, April 12th. Quick-witted Queen Natalie recently discovered that her little son, King Alexander of Servia, was losing interest in his books and that the precious youngster occasionally smelt more of alcohol than ink.
She followed the clue with energy and finally burst one day into the royal schoolroom, where she found the King and his tutors drinking, smoking and playing the weak Servian equl- valent of the intellectual game of poker.
There was, of course, a tremendous row, and the tutors did not improve their position when they asserted that they had ex-King Milan's approval of their novel educational methods.
Queen Natalic appealed directly to the Czar, with the result that Russian Influence was successfully used to change both teachers and system.
April 13th. In an interview with the Times correspondent at Cannes, Stanley declared that the statements Father Schlaze had made could only emanate from a depraved nature. Schinze's party were half naked and halfstarved until he provided for them. Referring to Emin Rey, Stanley said that the whole of Emin's action is on a par with that of De Brazza, who got King Leopold's money and handed the results of his labors with it to France.. Stanley is surprised at England allowing the Wissmann enterprise to proceed without pro- test, and ways that the exploits of Dr. Peters ought to be watched.

A profound sensation has been caused here in society circles by the announcement in the Oficial Court Gaselts this evening that Prince Charles of Trauttmansdorf, a celebrated turiman and crack pigeon shot, well known for his exploite at Monte Carla, has been judicially declared a spend-thrift and placed under the guardianship of bis uncle. The Prince is 45 years old.
He lost in one evening at baccarat 900,000 Borias. He then bought a large number of options on spring wheat and March clearings, which, going down, caused a loss of 1,500,000 florins, and, in fact, he could not have settled with the promptness which the exchange demands had not his brother-in-law come gene- rously to hisassistance. He is the most popular member of the haute noblesse, and his misfor- tunes are generally regretted..
ST. PETERSBURG, April 14th.
It is stated that the resignation of the Russian Minister of Education was due to the dissatisfac tion of the Czar with his explanations of the student disorders in the universities. The resignation, however, is not yet accepted.
The Czar insists upon reading all comments la foreign newspapers upon his policy and the affairs of Russia, but with the exception of the newspapers which are reserved for him for this purpose all European newspapers which come foto Russia are confiscated, or, if they are permitted to pass to their intended destination, the offending articles are obilterated.
