NOTES FROM CHINESE PAPERS!

The Board of Admiralty have decided to begin the construction of a railroad at Peking immediately, and Viceroy Li has ordered Chun Kin-yu to come to Teking forthwith to superintend the work. It will start from the Arsenal, which is a little to the west of the city gate, and it is hoped will be of great use to the Emperor as a means of retreat from the capital should ever occasion arise.

H.E. Nich, the new Taotaf, has recently issued a praclamation, in which he states that he has been manager of the Klangnan Arsenal for nine years, and that now it has pleased His Majesty the Emperor to acknowledge his local knowledge of Shanghai by appointing him Tabtal of this large trading port. The Tactai announces also that the doings of several rascals, who obtained money from the credulous, on the strength of representing themselves as relations of His Ex- cellency, have come Intely to his ears, and he threatens to punish offenders of this sort severely if they are brought before him. He knows all his relatives and he is sure none of them would solicit money on the ground of being connected with him.

The Government is advised, in the leader in Shen-pao to-day, to adopt a more progressive and modern system of legislation than the one. at present pursued. It is painted out that other nations by a more liberal encouragement of the arts and manufactores are making head- way in the world and accumulating, wealth, while Chinn, in consequence of the antiquated and nonsensical notions of her Ministers respecting steam-power, electricity, and all the other appliances of modern science in the West, remains to-day what she was three centuries age just sufficiently known to the rest of the world to be the laughing-stock and scorn of more civilized races. To the merchants of China and not to her officials may be attributed whatever little progress she has made of late years. The merchants have been the means of bringing in the civilization of the West, while by the nobles China has been always ground down and tyrannized; and the Shen-bao is sure that, until China throws off the old-time yoke of feudalism, she will never compete with any chance of success with the other nations of the earth. His Excellency Liu Ming-chuan, Governor of Formosa, has been appointed to the post on the Board of Admiralty left vacant by the demise of the Marquls Tiêng.

The influenza epidemic is spreading pretty fast among the Chinese both in Ticatsin and Peking, and is causing serious interruption to business, both official and commercial. So far we have not heard of any very bad cases, but the Chinese recover slowly, owing partly to their poor resources in the way of convalescents' food. The Rewa, British barque, has at length suc- ceeded in getting away from Tientsin, thanks to the dogged perseverance of her Captain. Such an accident, must be of rare, possibly unique, occurrence, as a vessel being blockaded in a river, by silt so suddenly as to render escape impossible. The Rema, in order to get to the Tientsin Bund, had to be lighted to foft. 6ia, and after lying for about fifteen days she was unable to get out drawing only 8 feet. For a week or more, with four tugs and all her ballast out, she struggled with the mud, galning occasionally a few yards and slew ing round and round, but unable to force a channel. Everything was taken out of her, topmasts sent alongside, and the draught eventually reduced to 71t. gin., when she was dragged over the obstacle on Wednesday night.

There is no improvement in the condition.of the river. The water in the Tientsin Reach is in depth 6ft. at low and 7ft. 7in. at high water. And it would appear that there is less water at Pao-tong-kae than fast year, as three steamers, the Hacting, Cito, and Friching have been ashore this week below the Customs station there.
