SANDAKAN, 26th April 1890, Our foreign population now nambers shout a hundred. exclusive of about fifty Europeans employed on tobacco plantations situated from five to fifty miles up country. On the London- Borneo. China-Borneo, Sandakan and British North Borneo Planti gand Trading Company's and other estates the prospects for this year are exceptionally good, owing to scarcity of pests (worms, beetles and other dreads of planters) and the superior skill of the employees, who have now had several years' experience. Last year the British Borneo and Trading Co. paid a dividend of 12 per cent, and the London-Borneo Co. paid to per cent. This year I fully expect to see this capped by six or seven per cent on several plantations, barring accidents.
Our native and Chinese population now 'tots up' to folly 10,000-an industrious, fairly law- abiding crowd. Of Malays we have a good number on plantations, where they are looked upon as "errors" by the Chinese coolies, over whom they exercise a healthy influence. They are very loyal to their European masters and such constitute a great check upon the coolies, who are, in great part, the scum of China. It is earnestly trusted on all sides, that the British Government will soon see its way. to sanctioning the prayer of the Directors of the British North Borneo Company, by allowing the emigration of Indian coolies to Borneo. When this is so we can replace these treacherous Celestials by hard-working and

Sailing ships constantly load hard wood bere for Hongkong, "Billian" forming the chief }. part of such cargoes. Many of the logs are as much as three feet in diameter. Large quantities of railway sleepers' are now being sawn up here for delivery in Manila.
Besides tobacco there are pepper, coffee and sugar plantations, the latter, however, is only on train and is one of Baron De Lissa's pet schemes. It is rumoured that the Baron, with a view to getting rid of his responsibility concerning the timber which the Menmuir was to have taken to Australia when she met with the great storm that fairly overwhelmed her last month, will go to law over his walnut timber scramble. Residents are anxiously awaiting the arrival of the China- Borneo Company's new coasting steamer from your port, for nearly all our provision come from Sulu, 160 miles distant, and their present little steamer is quite inadequate for the trade. When we get the new steamer on, our wants will be pretty well supplied for some months. Altogether I can confidently sum up the prospects of this young colony as decidedly promising, for irrespective of the blessings conferred by nature upon this country, there is a vast amount of wealth invested here. Capital is by no means lacking, shewing that confidence, the very back- bone of commerce, has been reposed in this country.
