suffer from them severely. This is especially the case if there be a stagnant pond or lake neat the house where the mosquitos or rather gnats breed. Mosquitos are often very troublesome in the lower ranges of the hills, where there is apparently no stagnant water whatever for them to breed in. They, however, get over this difficulty by finding a home in the cusps of large bamboos which are always to be found in such localities, and which ways (like the traveller's palms, of which we see a few hero and there in Calcutta) contain a certain amount of water between the cusp.and the stem.

It is told of the and Highlanders, the Black Watch, that when they landed in Calcutta it the end of 1857, they were marched off to the Scotch Kirk in Dalhousie Square, on the first Sunday. to full dress parade service, kilts, bonnels and all complete, to the great delight of the populace. All went well for a time, till the mosquitos from the adjacent Lall Digee or Red Tank smelt fresh blood, and swarmed into the sacred edifice. The Heelanders' unprotected legs in especial came in for the polite attentions of the insects, particularly the knee, which is a peculiarly sensitive portion of the human anatomy. For a while the brave soldiers endured the onslaught heroically, till first one, then another, made a slan at the mos quitos, until so many of them were fiercely slap ping at their legs, that the preacher's voice was completely drowned, and he had to cease his discourse and men be marched back to barracks, ➡Hayes' Sporting News.

TORRENS'S ACT.

A CHAPTER OF COLONIAL HISTORY.

The method of dealing with land through a State Registry Office instead of by lawyers is. says the Town and Country Journal, well known in the Australian colonies as "the Torrens system, and the title obtained under the Real Properly Act as a Torrens's title. Everybody, however, is not aware of the history of that measure of law reform, although it is not a little curious, and it affords a remarkable instance of the power of self-reliance and perseverance when exercised by a man of strong will. A sketch of its rise and progress may, therefore, be interes:- ing.

Robert Richard Torrens was the son of Colonel Torrens, one of the founders of South Australia, and arrived in that colony in very early days. He was appointed Collector of Customs, and used to make it his boast that he understood his datics "theoretically and practically." All transactions connected with shipping, including registration, selling, and mortgaging, were conducted at the Custom-house; and Torrens, as head of the de- partment, soon gained a knowledge of the laws relating, to these matters. It is said that his family had formerly suffered grievously in estate by the exactions and complications introduced by the legal confraternity; and as the family ere frisk, and the even's took place before the Encumbered Estates Acts were passed, it is easy enough to believe that there was some truth in the report, which, at any rate, was sanctioned by Torrens himself. Be this as it may, he was very embittered against lawyers as a class-a feeling which is shared by malcontents even to this present day. It seemed to him, also, to be cruel that in a young colony, where transactions should be of the simplest kind, all the cumbrous machinery of the English system of conveyancing should be adopted. That system is built on feudal principles, and, South Australia being absolutely free, there was no raison d'etre for the system.

On thinking these matters over, it occurred to Torrens, by a happy inspiration, that the mode of dealing with ships could be easily adapted to transactions in land. What difference could there be in principle ? True, the land could not be wrecked, or sunk, or burned, or go to pieces through decay; but that was the only distinction. Both were property; and the one should be and could be as simply dealt with the other. Full of these ideas, Torrens set to

Torrens was now, indeed, the most popular man in the colony, He was bauqueled and fêred to an alarming extent. In the German townships his visiting procession passed under triumphal arches; and young girls strewed flowers before the path of the corquering hero. It was a time of which man might well be proud; but Torrens well knew that is troubles were only beginning. His fortress would be unceasingly attacked by skilled legal soldiers; and nothing but ceaseless vigilance on bis part could save it from destruction. His officers were all untrained men; and there was no one but himself to instruct them; while be knew well that every endeavor would be made to worry and confuse them by his enemies. As long us the warfare was confined to speeches, or letters, or pamphlets, he was rather delighted; for unconsciously his legal antagonists were supplying him with valuable sug- gestions for the improvement of his system...but mistakes in the office were matters much more serious. However, Torrens thoroughly drilled his corps, and in six months opened his office for the dispatch of business.

It must be confessed that this original Act was, except in principle, a very weak perform. ance, It was full of mistakes and inconsistencies; and, in a word, before the end of a twelvemonth it proved unworkable, and the machinery tumbled to pieces. On the other hand he knew that he possessed the entire confidence of the people, and that his system had taken firm root among them. One final skirmish betweed Torrens and the lawyers deserves a word. They were, however, quite at liberty to employ lawyers to do the work for them if they chose When the Act had gone through a couple of revisions, and the legal bostility was still so great that some professional men refused to undertake any business connected with it, and others threw all obstacles in the way (their charges continuing as heavy as ever), Torrens determined on a policy of retaliation. "These people won't work with me." said he, "then I'll make people who will." The process was very simple. He inserted a clause giving power to the Registrar-General to appoint a class of practitioners called "Land brokers," who were entitled to transact any legal business under the Act without being liable to the penalties of the Attorneys' Protection Act. A scale of fees was provided for them, and no one, solicitor or not, was legally, entitled to charge more than those fees for any business done. The blow was fatal. lawyers acknowledged the inevitable, and accepted their defeat. Ton the Real Property Act became an accomplished fact.
