NOTES FROM CHINESE PAPERS.

Coal and iron, and more especially coal, are Indispensable factors in the making of a powerful country. Every energy of our government is not concentrated on the strengthening of China, and with that end it has gradually, during the last fifty years, convinced of the superiority of the superiority of Western methods, been dotting our country with arsenals, factories, ship-building yards, and other establishments modelled on the Western plan, until now we find scarcely a province in the. Empire without some insti- tution the idea of which is borrowed from foreign countries. For most of these, coal is a sine gud non. Thus the China Merchants' Steam Navigation Company, with plays such a powerful part in the patriotic work of winning. back for China the profits in the Chinese carry- ing trades before monopolised by foreigners, uses every-day a prodigious quantity of coali and the railway, which though deferred, is by no. means forgotten, will also be an immense con- sumer of both coal and iron. It is but natural, therefore, that the efforts of Chinese politicians should now be strenuously employed on the task of obviating the necessity of the continued outflow of money abroad for the purchase of these materials, by the employment, as far as possible, of the mineral wealth with which China herself is so richly endowed. How great that outflow has been, will sufficiently appear from the following statistics.

Belgium herself uses two-tenths of this 'quantity in her factories, and the other eight-tenths she disposes of to foreign countries, one of these eight-tenths going to France and Germany, In addition to the profits of the sale of her surplus coal, the country has the advantage of being able to give employment to 103 one of her people in connec tion with this industry, paying them yearly about $13,470,000; 05 on an average $220 a head.
