William S. Caine, Member of Parliament for Barrow-in-Fumess, has written a strong letter to his electors in relation to the Times forgeries and the continued vile attacks on Mr. Parnell.. Calne is a Liberal.Unionist and the whip of his party, and he holde confidential relations with Lord Harring on. Hence anything that he'says is apt to be well considered and to represent the opinion of the chiefs of the Hartington faction, and his letter on "the Timer calumnies bears a sort of official stamp He says that he capnet find language strong enough to express his horsor at the foul conspiracy against Parnell er his opinion of the conduct of the Times in lend- ing itself to printing infamous libels on the frmasiest possible evidence of their supposed genuineness.

This letter shows one thing positively, and that is that the general sentiment in all parties is that Parnell has been treated with gross injus. tice and malice, and that the Government and the Times are all wrong in their attitude toward' him. And it may possibly indicate, besides. from its semi-cfficial soure, that the Hartington faction is heartily sick of the pretens sand false- herds of the Balfour administration and desires to clean its skirts of the mire in which it has been compelled to walk in the track of the Tory party. At all events added to Lord Randolph Churchill's indorsement of Parnell and his friends, Caine's letter indicates the clearing the atmosphere and tre feeling of honorable and impartial nen toward Parnell,
