The banks, however, while congratulating themselves on having come out of It so well fast year, are this year very chary of making advances for the tea season. By 15th March, 1889, they had lent here about Tis. 1,000'000. and on 15th March, 1890, so far as we can leam, they have as yet advanced next ti nothing. The tea-season is likely to cominchce later than usual, partly owing to this cause and partly to the fact that many Chinese firms.. warned by the number of failures last year. have ceased to do business in such an uncertain article as tea has lately proved itself.

At Hankow the principal Chinese tea firm is the old established Taiên Shên An, next to which in the magnitude of the business done come the Chuo Hwa Slang and the I Tai Ch'ang. The second-mentioned has, we hear, borrowed little or nothing as yet from the Hankow native banks, the first-named 'is said to have obtaind from them advances of a considerable amount after China New Year, and the last-named, the I T'ai Ch'ang, is said to have been accommodated to the extent of over Tis. 100,000, intending to carry on the campaign this season with still greater energy than the preceding one. A new firm, the How Thing Siang, has started. The remaining old native houses seem to be in a manner paralysed by the bad results of last year's operations.

Forty-two new Canton firms, and two new Shansi ones have started, with perhaps others, and in the tea-growing districts of Yang-low-tung and Chang-show-kal in the hills, the agents who purchase tea from the growers bad already made ibeir arrangements for renting premises befor China New Year, and so we may expect that although the ten season may begin later, the business with those two districts will be as brisk at ever, though the tea-growing districts of Chang-yang, Tungshan and Han-ning will miss some agents who went there last year.

Mr. Smith, in moving his resolution in the House of Commons regarding the impartiality of the judges in their report on the Pamell Commission, said the object was to do absolute justice. All parties, he said, were rejoiced that the serious charges brought against Mr. Parnell and his colleagues had been disproved, but Mr. Gladstone's amendment to the resolution now before the House suggested that all the charges were false. Mr. Gladstone admitted the perfect bona fides of the judges, and argued that the charges proved were political or ancient. He eloquently appealed to the Conservatives to make tardy reparation for the monstrous wrong they were guilty of. The debate is expected to last a weeke

The Russian black tea exporters were last year hampered in their operations by a dread of Indian tea being used to adulterate the Chinese leaf: Several Shans! firms of hundreds of years! standing, who enjoy the entire confidence of the Russians, nevertheless did a good business with

This dislike of the Russians of Indian tea is. encouraging in the face of the constant tirades which we are, treated by the European press on. the supplanting of Chinese tea by Indian, which they asset to be advancing with such alarming rapidity. It confirms us in a suspicion that the principal recommendation of Indian tea is not its excellence, but its cheapness, which it owes to its freedom from export duty.

We have tasted Japanese tea, another rival of Chinese, though very different in quality from Indian, which is black, while Japanese is greer, The cup we sampled was some brought to. A little ammonia in tepid water will soften and cleanse the skin.

Spirits of ammonia-inhaled, will often relieve. a levere headache,

Doorplates should be cleaned by rubbing with a cloth wet in ammonia and water.

If the color has been taken out of silka by fruit stains, animona will usually restore the color.

To brighten carpets wipe them with warm water in which has been poured a few drops of ammonia.

One or two tablespoonfuls of ammonia added to a-pail of water will clean windows better than

soap.

A few drops in a cupful of warm water, applied carefully, will remove spots, from paintings and

When acid of any kind gets on clothing, spirits of ammonia will kill it. Apply chloroform to restore the color.

Keep nickel, silver ornaments and mounts

NATAL, March 5th. M. Kruger, President of the South African Republic, who was at Johannesburg yesterday, was interrupted in a speech he made by a hostile crowd; the demonstration took place in the evening in the market place when the govern ment was denounced, and the Transvaal, flag lowered and destroyed.

After the demonstration in the market place the crowd afterwards" marched to Landdrasta where they sung "Rule Britannia" and smashed the railings and endeavoured to seize the flag. The armed police ultimately dispersed them. The outbreak is considered more of a rowdy than of a political character.

At Shaobing a friend sent us some ming-tr'ien Pingsuey tea. Ming-it'ten is so called because gathered before the Ching Ming anniversary, and thus still earlier than Hyson, which means "before the ralas." It was excellent both in colour and flavour, but only stood two infusions.

The bonze Ka Tao, in charge of the Wan. Nien Sze Monastery on Tientaishan, once gave me some tea called Yunww, Mis-cloud," because it grew on the top of the Tien Tai mountain, where there are almost always clouds resting. It gave an excellent pot of tea at the tenth infusion of the same leaves. it is very doubtful if any tea can grown outside of China which can do as much; but perhaps this is no recommenda- tion with foreigners, who generally only require one infusion and hence can make even the weak Japanese leaves serve their purpose. Some even eat the leaves with the liquor.

In our own opinion, we repeat, the decline in the Chinese tea trade is due to no deterioration In the quality of Chinese tea, which the Russians are right in considering as good as ever. It is simply due to the advantage which its tival the Indian tea enjoys in cheapness caused by the absence of export duty.

A tablespoonful of ammonia in a gallon of warm water, will often restore colors to carpets; it will also remove whitewash from them.

Yellow stains left by sewing machine oil on VICTORIA white may be removed by rubbing the spot with a cloth wet with ammonia before washing with soap.

Equal parts of ammonia and turpentine will lake paint out of clothing, even if it be hard and dry. Saturate the spot as often as necessary and wash out in soap suds.

In conclusion, he urges that soldiers be provided with civil employment by Govern ment, after seven years' service.

ST. PATERSBURG, March 6th, The Car has received a letter from a female Nihilist threatening him with the fate of Peter the third, and Paul, son of Cathering second, and his father Alexander, unless his reactionary policy is modified. All the ministers have received coples of the letter. Extra guards bave been placed round the palaces and the Imperial promenade.

THE ORATOR.

Turning from the press to the orator, the other great instrument in the overflow of words, it is to be observed that the amount of speech-making an all sorts of occasions and all kinds of subjects has increased beyond the fashion of former times in nearly the same ratio as the outpouring of the press. For this, indeed, the press is largely responsible. The custom of reporting, after some fashion, speeches the most ordinary and com- monplace, & weariness often to the hearers and of no interest to anybody else, has set thousands of tongues a-wagging for the glory of getting into print.
