Several steamers have dropped down, the reach before turning, but yesterday the Haean and Heinsheng turned at the Bund below the shears. The river is heavily charged with silt at present, due doubtless to the meling of the snow on the bills.

proposition whenever it is made, particularly if Liberal Ministry should came into power before that time. No, I do not think that would malce any difference, for this is not at all a party question, Lord Randolph Churchill and a number. of Conservatives are distinctly in favor of labor reforms, whereas many Liberals who are manufacturers and monopolists would be against the same, but it is idle to discuss what would happen should a Liberal Ministry come into power, because there is no reason to anticipate such a change.

Admitting that this' international congress takes place. In the first place, there are a number of European countries which would never take part in such a congress, but I think if it were called in Switzerland, France, Belgium and England would send delegates. They as the chief commercial nations in Europe will have a powerful influence upon the others.

"As to what they will be able to accomplish I am less hopeful, for the characteristics and aptitudes of each people are as different as the conditions under which they live, so that any very deep-sealed unanimity labour reform can hardly be looked for:" Perhaps, however, they will be able to agree upon the length of working hours, For example, Australia has demonstrated that short- ening the hours of labor does not necessarily lessen the amount produced in any case, and, whatever the outcome of the congress, which will be but one step in the march toward the general socialistic upheaval which I regard as inevitable in fifty or a hundred years, our descendants will look upon the organization, of our society very much as we look upon the feudal system of our ancestors. How these changes will come abou! no one can tell. There are too many unknown factors in the problem, but the changes aic about to come and are coming!"

On Thursday evening last a young man named C. M. Encarnação, a Portuguese subject, wh Junior Lord of the Treasury-Colonel William of Cargo are hereby informed that their Goods named Lodge will be held in FREEMASONS'

was an employe of the Comptoir d'Escemple, shet himself on board the El Dorado, where he had been taken with the intention of being conveyed to Shanghai for prosecution on a charge of forgery. The agent of the Comptoir d'Escompte, M. A. Philippot, discovered about a fortnight ago that Encarnação had forged cheques to the total amount of Tis. 1,360. He charged him with it, and Encarnação acknowledged the offence. On the following day, however, he absconded, after sending a letter to the Portuguese Consul, Mr J. J. Hatch, to the effect that he should be at the bottom of the sea when his letter was received, and expressing his regret for the crime he had committed. He, however, gave himsel! up to Inspector Brumfield after six days, and as there is to accommodation in Tienista for foreign prisoners, occupied the inspector's rooms, under the charge of two policemen, While ther be succeeded in purloining, from a drawer, a pistol that belonged to the inspector. He was taken on board the El Dorado about 5 30 and upon the return of the Inspector about 6.20 was discovered lying on the floor of his cabin in a pool of blood, in a dying condition. He had placed the weapon in his mouth and Sted. Nothing could be done to save him, and he died a little before seven o'clock. The body was taken to the mortuary chapel. An inquest was held by the Portuguese Consul yesterday, and from the evidence adduced the Jury brought in the verdict: "That the deceased C. M. Encar- ação committed suicide by shooting himself through the bead with a revolver, while in an unsound state of mind."--Chinese Times.

SIR CHARLES DILKE ON THE KAISER'S CRUSADE IN FAVOR OF THE WORKING CLASSES

“It'is hard to say," remarks the ex-member for Chelsea, just how far these proposals to Improve the lot of the working classes bas been prompted by a desire to influence the approaching German elections. I am not, how ever, dispored to regard this action as merely an electoral device. Germany has long been divided into two classes-one composed of ranting, red banded socialists in the worst sense of the words the other of state socialists, who have at heart the good of the toiling thousands, and who favor such legislation as will bring that good about by peaceful, lawful means.

The present proposal for an international labor conference would seem to emanate from the latter class, Very possibly the German
