Admission to the Hospital is as a rule, through the medium of the daily out-patient cliniques, but its doors are open at all hours of the day and night to erses of accident, in emergency "cases requiring urgent and immediate trestment, and to patients bearing notes of latinduction from subscribers to the funds or other friends. A charge of ten cents a day is made for food (that being the amount actually, pald to the food contractor for each patient per day) in case of patients whose circumstances allow of payment being made; but inability to pay is no bar to admission, all cases requiring hospital treatment being freely received as a matter of fact, over two-thirds of the patients being on an average non-paying; while all else, including medicines, clothing during residence, bedding, attendance, &c, is
free.

Negotiations which have been carried on
between the French Government and the
Eastern Telegraph Company have just been brought to a successful conclusion. They re- Isted mainly to laying another cable from Marseilles to Bone (Algeria) and Malta, buen parlant modifications in the rates for Press. telegrams, to and from the Far East, not in cipher, are mad. The maximum per word for Press messages to Cochin-China, Annim, and Tonquin is to be f. 3 per word whilst for other countries the rate is not to exceed that charged for English Press messages. The new conven- tian contains a clause granting the right; in cer- tain specified cases, to the French Gavernment to take possession of the cables at points where they
