AN Instance of tare magnanimity on the part of the Emperor is recorded in the Peking Gazette. Shih-tang, the Vice. President of the Board, of War, who is over eighty years of age, was recently late in hir ni. tendance at Court, and with a full appreciation thamagnitude of his offence he voluntarily handed himself over to the proper Board for punishment that would fit his crime.. Hó explained at the *same time that his tardiness in arriving at Court on the morning in question was due to his having been seized with a pain in his stomack while on hia way to the palace! The Emperor, however, has magnanimously overlooked the fault of the colicky old mandarin, and has published a special decree waiving the question of penalty.

Out of the twenty-six boats only fifteen managed to get 'to land, eleven boats with eighty-two fishermen on board being inissed." AT 1.10 p.m. on the 14th inst. the hearts of weary Prickaka coolies were gladdened by the sound of the fire bell. Onr ubiquitous special was quickly “on the job” and securing a flyer (we wish we had him in a sweep for the forthcoming veterans' race) arrived just in time to find the fire-out. However, a closer inspection proved that one had only just been outted-thanks to the prompt arrival of the brigade-from a tempo- rary possession of No. 8, St. Francil Street, Wanchal, the basement floor of which man- sion was occupied by Chinese, the second by Portuguese, and the top by a Naval Yard watch- man. "We believe the fire originated in the coole house and considerable damage was done to the furniture and effects of the establishment.
A JAPANESE paper says:-As a rumour has been current since the last two or three days that there has been a disturbance at Seoul, we made some enquiries and find the facts of the care to be as follows: . It is well known and bas already been reported that the Corean merchants had made arrangements to expel out of Seoul all Chinese and Japanese_merchants in consequence of these alfeas having entered into commerce with success in their country. They have now again brought forward the -question and are pressing the Corean Foreign Office to expel them, a report of which wÀI received by the authorities on the 1st inst. Further particuları received are to the effect. that the Corean merchants took the advice of their Foreign Office and agreed to entrust to their Government the task of advising the Chinese and Japanese to withdraw, restored quiet for the time being.

I am glad to say that these floods, we are assured, are of quite exceptional occurrence and inasmuch as our planting having been commraced this year three months earlier, it is highly improbable that there will be a recurrence of such a disaster while we have tobacco in the fields. In December again there were very heary rainstorms which tended grestly to lighten the leal that was then uncut. Mr. Kennedy, on his visit here, informed us that the Estate would ship 130 piculs in April next and from the report would seem that the tobacco is likely to do well. on the musters that have been sent home t By the last mail we received written report from the London tobacco brokers, descríblag the leafas of very good quality and silky textures and if properly fermented and carefully assorted, the tobacco would meet with a ready sale at 2/6 10 3/- per lb. for the best leaves. This is very satisfactory and is important information. as it proves that the Estate is capable of growing the desired quality of tobacco, Mr. Kennedy, when he was here in January for a few days, was very sanguine as to the future of the Estate and expects to get 8 piculs per field on the 150 field he has commenced to open up. I trust his anticipations may be fulfilled and also that the small crop he expects to ship in April may prove the value of the Estate. Whilst regretting that I have not a more satisfactory report to lay before you, I would say that ours is not a singular experience, for, as shown in the report of the Shanghai Sumatra Company, which was recently published in the newspapers, although they had at first much the same experience as we have bad, still it is now in a flourishing condition and with very bright prospects before it.
