me since its foundation in 1868 by 4 elite Governor-General, Tio Tsung-tang, has it made itself famous or remarkable in any ww, unless perhaps if we except the occasion of Its disastrous bombardment by the French fleet in 184 under Admiral Courbet, Taking the matter under consideration in whatever light, therefore, it will be much to the advantage of the Chinese Govirament if the suggestions of the venerable Tadag Kan-cluan are taken seriously by the young Emperor and his advisers, that would lead in the speedy construction of propre and much-ne ded graving and other kinds of docks for the growing fleet of Chins, which would be more useful than fifty arsenals of the Foochow type, which only manufactures gurs of a kind that the mach, of progress in Europe and America has already pronounced abiolete.
THE HONGKONG TELEGRAPH, TUESDAY, DECEMBER 17, 1889.
The Tamsui teas sent out to En land and Ameilen this year saiounted to between, 380,0:0 and 390,000 chests; and the losses on thei have amounted to between $200,000 and $300,000 distributed among native teanien. Shippers by an American tour-masted two-funnelled steamer called the China did a little towards recouping themselves for their losses by offering rather better prices at Amay, in ord r.to secure the remainder of the crap; but as only a thousand or 1,500 chests were left, the gains on these transactions did not go far towards compensating the teamen for previous logics.

As we have reason to believe that the Foochow Arsenal has always been in bad od ur with the Governor-Generals of the Min-chéh provinces in Foochow, owing to frequent cases of disputed jurisdiction between the Imperial Commissioners at the Arsenal ard the local authorities, we have every reason to lupe that the result will be a memorial from Viceroy Pien Pao-ti advocating the carrying out of Viceroy Tieng's secret memorial, modified a little, perhaps, in deference to the feelings of P'ei Yuch-ts'en, who doubt less will have to leave his post, as his rank the second is too high for the proposed redse
tion, and it would be infra dig, him to accept the port of Superintendent of an ordinary arsenal. In conclusion we might state that the pay of the Imperial Commissioner of the Foochow Arsenal is Taels-12,000 per annum, while that of an ordinary Superintendent is Taels 1200-the comparison is obvious-and that the cutting down of the present establishments and personnel would be a saving to the country of about two million taels a year, without calculating the waste arising from machinery imperfectly cast, the expenses of repairing them, and the per quisites of officials termed "Wei yuens," sent to Shanghai or this colony to buy steel, iron, timber, etc., for the gun-foundries and building yards of the arsenal.

Tientsin is now full of finishing refugees from the distressed districts; numerous are they as the sands of the Ganges. A party of beggars were kiely observed with baskets loudly crying "maini," (Girls for sale); and on looking in, our informant was horrified to see in one of the hampers four baby girls, whose pinched faces and wizened limbs told too plain a tale of the hunger which they had been and were enduring: He was glad to see them receive a substantial alms from a big house just inside the East Gate, and hopes they will not be driven to the extremity of selling their own fish and blood to strangers

We hear that on 18th November the Imperial Supervisor of Instruction, (a sinecure office at Peiting, says Mayers] presented to His Majesty a memorial recommending the establishment of a service of sleam launches on the inner waters, for the enefit of tinde,. He suggests that the Government should encourage this enterprise by loan, if sufficient money is not subscribed by the Chinese merchants to initiate it. recommends the extension of the telegraph system to the Provinces of Shensi and Kansu, as by this means the Viceroys could more rapidly place the Central Government in possession of information regarding the progress of events in these remote regions of the Empire, and their power af defence against foreign aggression from the Wes would also be enormously increased.

December 4th, 1889. The November meeting of the Oriental Society was held on the evening of Friday the 22nd at the French Legation, when Dr. Martin read a paper entitled, "The Opening of the Gates of the East." The paper was a criticism of Cambras "Lusiad, giving an account of Vasco de Gama's doubling the Cape of Sterms and finding his way to India. The resemblances to Virgil's "Eneid" were pointed out, Camdena work was placed in the front of the second row of the great epics of the world. There was very little discussion on the merits of the paper-a{1 agreeing that theauthor was practically unknown to them. Colonel Denby, the United States. Minister, referred to his visit to Macao which, along with the grotto of Camdena, was very humorously described, Exception was taken to the vague thou; h poetical title of the paper. We are accustomed to have from the learned sinologue every summer poetical leaves from his residence at the Pearl Grotto, and this last summer seems to have been spent in studying the great epic of Camoena, be Portuguese national pact; and the Oriental Society was fortunate in securing the result of that study.
