its departments, is apparently not attainable in any degree except by a radical change of the principles upon which the system is carried out. It is the belief of China's best friends that the leaven of Christianity is wanted to infuse new vitality into the corrupt Chinese system, [Bosb. Ed. H&T] It is also to be noted from the Gazette that the Viceroy Li is blamed for not sending up to the Throne the regular monthly prices of the cereals in his province practice which seems to be followed by all the other Governors. Does this hauling. over the coals of the mighty satraps indicate any source of weakness at the centre of authority or the desire of the youthful Emperor to get hold of the reins of government? Or does it indicate an ability to govern and not to reign only?
The other day the Emperor granted permission to three Ministers to ride on horseback from the
East Flowery Gate to the hall of audience. The Ministers provide their own ponies. This favour is seldom conferred on any one under sixty years of age. It is considered a considerable mark of favour and is much sought after. In wet weather and in the winter season this is no mean privilege. The distance to be traversed on foot is about a , and with the heavy fors of the officials, walking any distance becomes a burden. If any yamda has sent up any memorials to the Throne, all
the high officials of that yamên must be in attendance to be called up if necessary before His Majesty and questioned regarding it. If the Minister has to walk this distance, he appears before his august sovereign breathless and in a state of great perspiration, and is flurried and hardly able to answer a question.
There are thitty secretaries to the Grand Council who draft he edicts and submit them to the Council. There are fifteen Chinese and fifteen Manchu secretaries. Each pair takes two days of duty each month. The Grand Council meets each morning before the audience. There. are five efficials in the Cabinet, of whom Prince Li, one of the eight, original Manchu Princes, in the chief.
The Governor of Shantung informs the Throne that he has laid the railway at Chang-chit, and that the amount of earth which is conveyed is twenty times what human labour could accomplish. Here is evidence of the value of railways which cannot be gainsaid.
Herr von Brandt, the German Minister, arrived here on the afternoon of Saturday, the 16th, after nn inprecedentedly quick passage from Tientsin. Baron von Ketteler leaves on the 19th. We are all pleased that the decoration of the Double Dragon has been conferred upon him. We lose by his departure one of the great favourites of Peking; he was highly esteemed in our community, whether on the race course, in the ball roam, at the dinner table, or in society

generally. We wish him a pleasant voyage and a happy visit to the Fatherland.
Twice his reference been made in leaders to a feeling of uneasiness at the capital as to the stability of things in China. Nothing is here known of any such condition of things as to warrant uneasiness. The ground of dissatisfac- tion of the Emperor with his aunt, the Empress Dawnger, if such exist, is most certainly not on account of the bride she chose for him. There is apparently some little estrangement between the Emperor and bis aunt, but the young
