He it was who drew the attention of the House to the decline of the population of Ireland, and urged the Government to keep the people at home by amending the Irish Land Laws and reclaiming waste lands. He opposed the Government system of education in Ireland on the ground that, the "-called National system was anti-National" repeatedly pointed out the dangers of the State policy of trying to break down the power of the Catholic Church in Ireland by mixed education," and his unique position as the only Conservative Catholic member gave his words great weight. The steamship Prests touched the bar of the Newchwang river when crossing over it outwards on the 23rd of October, and arrived here next day leaking. Her cargo is being discharged for the surveyors to ascertain the damage, and then to see whether she can proceed on her voyage to Hongkong without danger, after re-shipping part of her freight.

The steamers detained here by the gale yes- terday which are still in poit are the Koushing, bound to Tientsin, and the El Dorado, Talu and Kungpai bound to Shanghai.

The steamer Kwangchi has been for some time and still is engaged running regularly between Lai-chno-foo and Cheloo. She takes considerable numbers of native passengers from this port and returns generally with a full cargo of strawbraid once every five days.

The emissaries of the two telegraph companies are still here, but when the Convention will be tigned, and whether the Great Northern, Eastern Extension, and Chinese Companies are anywhere

In-the-extracts-from-the Shik-Pao-in-the- Chinese Times of October 5th, the new Hoppo Kuang Ying, called there Kuang Ko, is said to have left the capital with his family and suite on the 29th September. The Hoppo and family have not yet started. They were to have left first on the 19th, then their departure was fixed for the azad and now it is put off a week later. This is not the highly lucrative post it once was. It is, however, still one of the three good posts

The Caballero de Onis, chargé d'affaires of THE CHINA AND MANila STEAMSHIP Spain, died here of fever on the 17th, and his remains were interred on the 19th in the French cemetery. A funeral service was held at the Eastern Cathedral on the morning of the 19th at THE 8 o'clock, at which the diplomatic body in full uniform, and most of the foreign community and Indies of the different legations were present. The rather hurried nature of the preparations for the funeral prevented the members of the Tsung- li Yamen from being present. i observed, however, one of the secretaries of the Yamen, and the eldest son of H. Yu-lu going to Moukden as Military Governor-General. The immediate cause of the transfer of the Viceroy Chang was undoubtedly his memorial; and it was at that time intended that he should
