In 1864 he wrote some articles on the war which were published in the Review des Deux Mondes, the same which he afterwards edited, and which, with additions, appeared as the "History of the Civil War in America." He returned to England and remained most of he time at Twickenham till the Franco-Prussian war. After Sedan he crossed into France and fought with the army of the Loire in company with the Prince de Joinville and the Duke de Chaitics. The law of exile against him was repealed in 1871, from which time, until he was again exiled in 1887, he resided in France.

In 1876 he went to Frohsdorf, the chateau of the Count de Chambord, moved partly by the desire to look after the succession and partly to induce the royalists of the Right to vote for the restoration of his estate, for which a law was in preparation. What passed at the interview was never precisely known, but his estates were restored and he lived thenceforward till his exile in a style of princely magnificence becoming his wishes and expectations. He was afterward- appointed Lieutenant-Colonel in the Territorial army, but his title was taken from him several years before his exile, because of the propaganda that he seemed to be making among the officers, associated with him. After this his intrigues con- tinued by means of committees who met clandes- tinely at Paris or at his chateau. These were not unknown to the police, and finally endedin his expulsion. His departure was made with great flourish of trumpets and shedding of tears on the part of his retainers, and was described with minute and touching details by the royalist news Hongkong Chiervatory, 24th October, 1889.

He has another means of operation, that of manifestoes issued from time to time,

and sometinies to the Mayors or Prefects and given publicity through the newspapers. These proclamations are all conceived in the same letter and spirit. All set forth the troubles that the republic has brought on the country, and promise peace, liberty and prosperity if France will once more place the representative of the younger Bourbons on the throne.

The Count of Paris has nothing of the Bourbon in his appearance. His mother was a Princess of Mecklenburg-Schwerin, and he bas inherited her peculiarities of race and person. He is of the North German, or Flemish, rather than of the French type, a reason, though not a good one, why he fails to excite the enthusiasm of the populace. He has soldierly qualities, and with the other members of his family is personally popular. His means of advertising himself are cheap, and his covert effort to take advantage of the Boulanger movement are un- worthy the cause that he professes to espouse.

Ask a well-informed Frenchman why Prince Jerome Bonaparte is called Jerome, and ten to one he will reply: "Because his name is Jerome." This is not true, for his name, as it appears in the "Imperial Almanack"

published during the reign of Louis Napoleon, is Napoleon Joseph Charles Paul. His father, Jerome Bona. parte, during a visit to America married Miss Paterson of Baltimore. The union was annulled by the Emperor Napoleon, who afterward married bis pliant nephew to the Princess Catherine of Wurtemberg The Prince Napoleon had an elder brother, Jerome, who died in 1847, and Ieroine is one of the names of Prince Victor Prince Napoleon is now commonly called Prince Jerome, and sometimes Plon-Plox. Prince Jerome, so called, was born in 1821, He spent all the early part of his life chewhere than in France. During the reign of his cousin, Louis Napoleon, he enjoyed a certain degree of Imperial favor, mingled with a good deal of dis. satisfaction at his republican leanings. In 1868-69 be published the correspondence of Napoleon 1, and has since given to the public works of less importance, that show cleverness and some literary skill. At one phase of his career he attacked the plebiscite, and expressed the opinion that the only proper manifestation of the public desire was through a parliament. Later he took an entirely opposite ground, that better suiting his purposes. When the question of the Hohenzollern succession to the throne of Spain came up Louis Napoleon sent him into Italy (be bad married the daughter of Victor Emanuel) and into Austria to induce those countries to de- clare against Germany. He failed in both in- stances. When Louis Napoleon was taken prisoner at Sedan, he asked to join him in Germany, but the Emperor declined the honor, upon which he retired to his chateau in Switzerland, whence he was accused of writ ing a letter to Bismarck with a view to obtaining the imperial succession. This he denied after ward in a letter to the London Times. Being elected to the Council-General of Corsica some time afterward, the Imperialist members mani. fested their antipathy by retiring from the Council Chamber when he entered it. He had in Corsica other similar experiences.
