WASHINGTON, September 13th: The Secretary of the Navy bas to-day been considering the proposition submitted to him just after the failure to effect the building of the two 3000 ton cruisers by contract to have them built by the Government at the navy yards. If he decides to have them built at the yards, one of them will go to Mare Island and one to New York.

ZANZIBAR, September 13th, Captain Wissman's police have destroyed the town of Kondischi, between Bagamoyo and Dar Es Salaam. Captain Wissmann wished to punish the inhabitants or supplying the insur gents with arms.

BLACKBURN, September 13th. A strong feeling exist among operatives against the cotton corner which is paralyzing the colton trade of Lancashire. At a meeting of weavers it was resolved that there should be a joint meeting of operatives and manufacturers to consider a scheme for breaking down the cotton ring...

TORONTO, September 13th. Hanlan, the oarsman, says that if Matterson Bubear and Wallace Ross, or any two of them,

will guarantee him a race for £500 a side each, and concede reasonable expenses he will be most happy to cross the Atlantic and take them

up.

LONDON, September 13th. The Irish C. tholic publishes the forecast of 'Balfour's bill for the establishment of a Catholic university in Ireland. It says: "The Royal University will not be abolished, because it is required for no conformists and others unable to avail themselves of the advantages, afforded by Trinity College, but the establishment will be largely reduced. With a view to the conciliation of Ulster, the Queen's College at Belfast will be maintained and be empowered to confer degrees. The annual saving from the extinction of the Queen's College at Cork and the Queen's College at Galway, combined with the saving from retrenchment at the Royal University, is ex- pected partially to meet the cost of the endow ment of the new university."

AUCKLAND, September 14th.

The latest advice from Samos are that Malieton was quietly restored to power, and he and Mataafa have gone to the island of Manono, where they will remain until the decisions of the Berlin conference have been confirmed. The German Consulate at Apia has notified Tamasese that Germany was precluded from giving support to any party on the island.

LONDON, September 14th.

In Court circles just now interest has about died out in the strike, the university scare, Boulangism and Continental war menaces, and is centred upon the private and personal affairs of the royal family, which do not present the picture of harmony and good feeling, Indeed, the situation just ne v consists of quarrels within the monarchical household which absorb the attention of the Court.

The Queen, it is understood, has been gradually submitting more and more to the aggressive domination of Prince Henry of Bat- tenberg, who, although he is regarded here as a person of little consequence or character, seems to have a domineering spirit, and to bave suc

ceeded in persunding her Majesty that he is able to manage the realm about as well as anybody, It is reported that the Queen takes his advice upon everything now-a-days, submitting her own judgment to his opinion on all manner of subjects.

With increase of influence which has come with the Queen's favor, Battenberg has developed an arrogance of behavior which is extremely of fensive to all who are obliged to come into any sort of relation with him. The Prince of Wales, upon learning that the Queen had con-ulted Prince Henry in regard to a bill in the House of Commons for the provisions of the royal family, sent a furious protest against this interference of A comparatively insignificant outsider with the private affairs of his family.

In addition to this, the Duchers of File com. plained to her father of the insolent and over. bearing behavior of Prince Henry, which did not tend to calm the rage of the Prince of Wales, or to make matters any more pleasant between bin and his royal mother.

She did this despite the sea and wind, right on the Delaware coast, and in water still beating high from the effects of the recent great storm. Her engines developed fully 10 300 horse power, and as a result, Cramp & Sons are entitled to a bonus of $130,0› for thus obtaining a showing over the contract requirements. The Baltimore now occuples "a position in the foremost rank of modern fighting. ships. The recent doings of many modern war. ships abroad compare very u. f. vorably with her performance, and in her own tonnage class she has no peer afloat.

The following are the principal dimensions of the vessel: Length, 335 feet; mean draft, 19 feet 6 inches; displacement, 4.400 tons.

AUCKLAND, September 16th.

The Tanga steamer Wainui has brought to this port the captain and crew of the British ship Garston Captain Davies, bound from Sydney, N. S. W., for San Francisco, which foundered in mid-ocean. The shipwrecked sailors were twenty-two days in an open boat without food or water. On the twenty-second day the

THE HAGUE, September 17th. The Dutch Parliament opened to-day. The King's speech congratulated Parliament upon the improvement in trade and manufactures of the country. The finances of the nation, it said, are in a satisfactory condition. It promised a modification of the customs tariff on the basis of

ad valorem immediately after the conclusion of a treaty of commerce with England. The King announced that bills would be introduced by the Government for the establishment of an obligatory military service and for the organization of a postal.and railway service.

PARIS, September 1718.

M. Constans, Minister of the Interior, in an electoral address declares that the Boulangists are merely jugglers, trusting in the confusion and disorder of the elections to fish in troubled waters. Ferry says that the revision of the Con- stitution means civil war.. The Boulangists have issued a violent final manifesto. Their lists show 1,700 candidates for foo arrondissements, This will cotail numerous ballotines.

September 18th. According to advices received here, there has recently been an alarming outbreak of brigand- age in Macedonia. Two hundred persons are reported to have been murdered and robbed by brigands during the past two months.
