Amoy, October 10th, 1889. At last we are having seasonable weather. For the past month we have been sweltering in regular mid-summer beat. What with the heat and the want of rain, I am afraid that there will be a lot of distress among the farming popula- tion, as they have been unable to get their -ground prepared for the winter crops.
The Chinese authorities stopped the killing of pigs and fowls for some days to propitiate the "Rain Ged" but without any effect so far There is a good deal of fever from the same cause among the Chinese, the fatal cases averag. ing twenty daily,
The British barque St. Julien and the American barque Sunbeam are loading tea for the New York Market Business is not very brisk here with the exception of a little tea everything else is in the hands of Chinese.
Our noted local Shikare, "the Commodore is going home at last, but not before his absence was wanted by the tigers: if he had stopped much longer he might have been the means of destroying what promises to become in the near future a grand sport in this district. Now the tigers will be enabled to increase and multiply.
What will Amoy do without its Commodore? who will fill his place? the cry all round the place is Who??

Business in general, all over the country, is reported to be in a very bad state; most of the shops from the bridge to the city are said to be unable to earn enough to pay for their rice and Balt fish for the day. Such is very likely to be the case; indeed, with the great reduction shown in this year's tea business as compared with that of last season, trouble was rather to be expected. The prosperity of the port is really dependent in a great measure on the tea business.

18th September, 1889 Our cool weather has begun. The creat storm of rain and hail of the 18th was the turning point. Our remaining residents at the hills are preparing to flock back to the city, Our autumn visitors from the stores at Tientsin and Shanghai ore notifying their carly arrival One dentist has already been hard at work for nearly a month and a colleague from Shanghai is shortly expected, H.E. the Russian Minister, Madame Cumany. The discussion of how to secure the wherewithal to build the railway, is occupying much attention.
There is a strong desire not to borrow foreign money; but the more enlightened officials see the absolute necessity of such a step. The Em- peror is reported to have approved a memorial H. This port certainly most unfortunately situated as regards the receipt and despatch of its mafls. Dependent upon any chance steamer to bring up the inward mail from Hongkong, we are frequently kept without it for an unconscionably long time. Our latest written dates from London are 16th August, that in to say fifty days ago, while they might easily have reached us in thirty four days. It is nearly as bad with the outward mailes, for their despatch is dependent in like manner on the erratic, movements of the southward-bound steamers. For the P. & Q. Mail leaving Hongkong on the gth instant, there has been no opportunity of posting letters since the oth ultimo; those who relied upon a later chance have, of course, missed the mail altogether.-Echo.
CHINKIANG.

Chinking, 4th Oct., 1889. The late heavy rainfall has caused a consider. able amount of damage through the outlying districts, and many of the roads are impassable. The ruins of the British Consulate are being demolished, and a new building is to be erected on the site, The new police station is nearly finished and will be ready for occupation about the end of the month. Other buildings are being rapidly pushed forward, amongst which are the Customs Club, two dwelling-houses for Mr. T. Duff; these are being crecled on the site of the three houses which were destroyed, in the late riot. The American Baptist Mission are also building on the site of the chapel; destroyed by the rioters, a school-house and a dwelling-bouso in semi- foreign style. Mr. G. McBain's bulk Hieronymus is condemned, and the upper work which is nearly new is to be used for housing. The late American larcha Kung Tai, which has been purchased by Mr. G. McBain, will, after being dismasted and refitted, take the place of the firm's hulk at Kiukiang, and the hulk at Kla. klang will replace the Hieronymus at this port
The Chinese steamer Vehrin arrived here on the 2nd, and went alongside the bulk Express to load Government rice for Tientsin. She left to-day at 4 p.m.
The British steamer Frima passed down from Hukow (Payang Lake), with timber for Tientsin for rebuilding the Summer Palace at Peking.- Shanghai Mercury.

The telegram to the Iu Pao. intimating the fire the Temple of Heaven, seems to have given a false impression to your readers. The term Altar of Heaven is always reserved for the southern open altar where the Emperor sacrifices at the winter solstice.
The first Edict issued attributes the fire to thunder; it is said to have been extinguished by the soldiers. The account of the fire sen: in from the sacificial yamén and that of the Governor are said
agree. A punishment was
to be decided by the Beards upon the high officer who has charge of the sacrifices, an individual named. Liu Shih-ziu, whose official title is Tien Show, because he failed to prevent the destruction of the building. All the officials of the T'ai chang-sa or sacrificial Yamen are to have punishments awarded them, and those who were on duty at the pavilion are to be sent to the Prefectural Yamen for thorough investigation and according to their demerits to have their punishment determined. The fire extinguishers are to have their meed of praise from the cen- Bor. The Emperor says he is much distressed by this calamity and will in consequence spare no pains and strength for the future, lo, rule better. The officials at the capital and the pro- vinces are called upon to use every care and to govern with fidelity.
In a later Gaseste the officials of the Tar chang-ar are degraded two degrees, and the above Llu is degraded one step and deprived of a year's salary. This is the last, most probably, that we shall hear of the fire until the restoration of the building is determined upon.-N. C. Dolly News.

23rd September, 1889. The floods of this year have extended over a a vast section of country, and this, too, by real breaks in the embankments, chiefly in Chang chiu, Chi-ho-chong, Chi-yang, and Pchou. I will give the list of the districts flooded in whole or in part-south-west of here, Puichon, Fan-hsien, Tung-ping-chou, Tung-d, Ping-yin, Asplex and Ch'ang-ch'ing: north of here and including this district, Li-chồng Chi-ho. Chiyang, Vũ cheng, Ping-yuen, Shang-ho, Hut-min, Wu- ting fu, Lo-ling, and Kal-feng; east and north- east, Chang-chiu Chou-ping, Ch'ang.shan, Chi-tung, Ching-cheng, Kao-yuen, Plu-t'ai, Po hsing, Lo-an, Chan-bus, Pin-chou, and Li-chin altogether some twenty-eight districts, In me of these the water is already reported an | disappearing, and the prospect is not as bad as elsewhere. Probably the worst districts to suffer this time are Chi-yang, Ch'i-ho, Ch'T-tung, and Kao-yuen. That the Governor has not suffered in the midst of such a calamity shows that his
Influence is great and his supporters in Peking of the right kind.
The Emperor has issued several decrees to the Governor to at once fill up the gaps, and till more to provide for the destituta. One hundred plculs, or 1,000,000 cattles, of grains have been ordered to be retained for immediate distribution.
The Governor has been here on a visit of a few days, but has left again this morning.
A distinguished Belgian mining-engineer, who is now in the employ of the Chinese Govern. ment-a M. Brafre-hin bren here and wAS handsomely received by the Governor and taken out to see some of the many gaps in the Yellow Fiver. He has since left for the south.
At the close of the literary examination a large supply of books was distributed to the students (by direction of Mr. James."
The Taotai at Yen-chow-fu, Calin Chung chien, who has been on the sick list for some time, and in conséquence has excused, himself from attending to the foreign business in his circuit, has retired from his office, and a Manchu, Chung Heng, has been appointed in his place.
