·The Directors have, now-to submit to the shareholders, a report of the business of the Society for the year 1982, and for the six months ending the 30th June 1889. 1888.-The net Premium collected for the year, after deducting Returns and, Reinsurances, amounts to $1.248 813.04.

After providing for a Bonus of 20 per cent. on Contributions paid in April last, there remains at Credit of Working Account a $247.104.72 an por annexed statement. From this fum the Directors recommend the payment of a Dividend of $7 per Share, quivalent to 28 per cent, on the paid up Capital of $35 per share, and an Addition the Reserve Fund of $36,000, raising the Reserve to $733,500, The balance remaining of $141,104.72 they propose to carry forward to meet liabilities and claims still outstanding, and thus close the account, for the year 1888. 1889. September, Dr. P. Gowan presided, and there were present T.R.H. Prince Devawongsi, Prince One Chow Warawan, Prince Krom Mun Dam- rong, Prince Sammet, Prince Sanprasal, Prince Putaret; H.E. Phya Samgth; Messrs Choem Sri Surataks, Westenholz, Clarke Roland, McCarthy, de Richelieu, Mohn, Mrs. Lofus, and several other Europeans. The Chairman said :—This meeting has been called, as you are aware, with the object of forming a Company to build the railway between Bangkok, Paknam and Patriew, the concession for which is con- tained in the grant given by his Majesty to Messrs. de Richelieu and Loftus. Now the first thing to be considered is, what is the Company to be called Mr. Westenholz pro- poses to name it the Siamese Light Railway Co. I find this myself a very good name, and it commits us to nothing, long discussion here took place with regard to how the Company. should be called, and eventually it was proposed by H. R. H. Prince Samimot, and seconded by H. R. H. Prince Damrong, that the Company be styled the Barapah Railway Company, | Limited. ↑ This was unanimously agreed to.

(Borapak means first of its kind and also Est¦ or Eastern, both names being very appropriate for the new railway.) The Chairman then said the next thing to be considered was the amount of capital required by the new Company. Although the meeting had the estimates belosethen it would be difficult to decide the matter before settling. what percentage of the paid up capital should be considered as free shares to the concessionaires. They claimed ten per cent, and as, according to the estimates, the line could be built for 800,000 Ticals, the capital would, in that case, have to be 11,000 catties. This would be giving to the concessionaires between them about 1,100 catties in free shares. He did not find this at all exorbitant, considering what other companies had paid; the Tramway concessionaires asked and received 22 per cent; the Electric Light Co. got 15 per cent, and the present demand could not be considered at all excessive, as in that amount was included the cost of all preliminary expenses, and these were known to have been very heavy, as very extensive surveys had been undertaken for the cances sionaires' account-as the maps on the table proved. Mr. Mohn proposed that the capital should be one million ticals, including free shares and that the concessionaires should receive 10 per cent. of the actual capital called up for the time being, Mr. Roland seconded. The Chairman then moved the adoption of this resolution, and said that it might not be necessary" call up the whole of the capital, but that he considered it better for the Company to have a surplus above the estimated cost. Of course, in case noic capital was required, they could form new stock. H. R. H. Prince Devawongse here proposed that it would be the better plan to take over the concession at ten per cent, and give the concessionaries F0,000 ticals for their rights, to be paid them in free shares. This suggestion was seconded by H. R. H. Prince "Damrong, and after some discussion, agreed to by Messrs. de Richelieu and Loftus, and carried unanimously. (Some very peculiar and rather remarkable state. ments were here made by H. R. H. Prince Worawan, but as the. Chairman voted them as private communications and not connected with the Company, we do not reproduce them.) The FOR next question was as to the money value of the shares. Proposed by Prince Worawan, seconded by Commodore de Richelieu, that these should be at ten ticals each. Carried. It was then proposed by the Chairman, seconded by Mr. Mohn, and agreed to, that the scrip should be sued to each shareholder in the most convenient way for the Directors, and if shareholders wished to have such scrip in small amounts, they should pay a slight fee for having the same altered. This, it was explained, was in order to save time and trouble in the signing of the scrip which, it was calculated, would take two directors, working hard 3 hours per day, one year to sign, if all the shares were issued in separate scrip at Io ticals. Cholera from Bagdad has appeared near Keriad, where five deaths are occurring daily.

LONDON, September 17th. Great hostility is being displayed by the dock labourers against the 'blacklegs' who were taken on by the directors during the strike, and who are still retained. Several fights took place yesterday between the two parties. The dock fabourers repudiate the clause in the agreement pledging them to work with 'blacklegs.' The. directors, however, insist that the men are bound by the signature of their delegates. In con- sequence of this dispute numbers have ceased work. A conference was held yesterday afternoon between the Lord Mayor and Messrs. Burns and Tillett, when Burns promised to use his endea. vours to conciliate the men,

The dock labourers who were taken on to-day at the Albert and South-West India Docks as saulted the blacklegs' and were at once discharged by the dock authorities, whilst the blacklegs were kept on.

The troubles between the dock labourers and the 'blacklegs' continue: 1,500 labourers in the Albert Docks struck work yesterday on the ground that they refused to work with the 'black. fegs The lightermen have refused to load cargoes from "blacklegs. The dock directors have requested that the police force in the docks be increased for the protection of the 'blacklegs, Muchrexcitement prevails is Tipperary owing to the death of a boy named Heffernan, who was shot during a disturbance that recently took place at the sale of farms from which tenants had been evicted, and on which occasion the police fired a volley of buckshot on the mob.

LONDON, September 19th. - With the exception of the Albert Docks, where only 'blacklegs are working, the strikers are generally settling down to co-operation with 'the blacklegs, The Chairman of the Albert Docks has written to the Lord Mayor and Cardinal Manning requesting them to publicly condemn the dock labourers for having violated the agreement made with the dock companies after the conference that was held at the Dock-house. The Lord Mayor has repiled that he was con fident that after the remonstrances made to the "Many failures are reported to have taken place men they would be induced to abide by their during the present week amongst the native agreement, The Lord Mayor's reply was pla-merchants, and we regret to see the Kwang carded in the docks last evening.
