9th September, 1889. The last week has been unusually quiet, while the students have been engaged in the examina tion. The number who entered the Hall was something over 8.Coo, in contrast to about $2,000 last year. This change is dus to the impoverished condition of so many of the districts.

The chief examiner is Pao Chang, a Vice- President of the Board of Rites, and a Manchu The Chief Supervisor in place of the Governor has been the Literary Chancellor, Te Yupalso a Manchu.

Immediately after the arrival of the Examiners, the Governor left for his duties on the Yellow hed River. It is rather amusing to see how the memorials of the Governor recognise only the floods by an overflow of the river. The people. however, are able in detect a few gaps on both sides of the river and in all the embankments.

I am informed that there are good prospects-of-li.Hung-chang's Tientsin-Tungchow railway being constructed before the grand trunk line of Chang Chil»tung, Your readers may rest assured that the Viceroy of Chihli is not the man to allow Chang Chih- tung to supersede him in any way, more especially in this matter of railways, with which, so far, in the Celestial" Empire the name of Li Chung Tang has been more than intimately associated. It will be found that if he does not succeed with his scheme of uniting Tientsin and Tungchow, and afterwards the Capital itself, by this railway, that he will do his utmost. to obtain the Imperial sanction for the Chinking line, which will not only be important as a grand highway, but will also embrace the reclamation of the Yellow River as tendered for by the Landan Syndicate, which was sent up by his Excellency to the Throne in May, 1888, and referred back to the Tsung-li Yamen on June 6th of the same year, where it has lain pigeon- holed ever since. ICHANO, 23rd Sept, 1889,

A change bas occurred in the attitude in Chi nat-fu. Some time since I noted the death of the wealthiest man among the gentry, and now have to record the death of the most influential of the gentry, and one who has opposed foreigners, both Roman Catholics and Protestants, in one CRC after another. This man is Mr. Li Ching-ac, Hanlin, formerly Treasurer and Acting Governor in Shanal, and afterwards Governor of Honan. Last year one of his sons was degraded; in Kiangsu, and another son died, and now he, too, has gone the way of all the earth. Thus the twomen upon whom the Governor has been wont to call and for whose face he resisted the efforts of foreigners, have retired from service.
