With regard to the charge under section 2, I am of opinion, looking at the Ordinance, that it is absolutely prohibited for anyone to be in possession of opium, other than the Opium Farmer or a licenses, except under a license; it is an absoluté probibition, and ever an innocent party cannot defend himself against that prohibition. That being so, do no know that it is necessary for me to de more than refer to the possible cases men- tioned by the learned counsel for the defence in his very able argument, further than to say Ordinance provides a remedy for the public sort of protection against the arbitrary exercise of the very extensive powers given to the Opium Farmer. There is lorce in the Opium Fariner's contention that the opium was from 7.30 pm. until late in the possession of the Captain, coupled with the fact that he did not allege any intention of surrendering it to the police any more than to the Farmer. THX European Mail of August zed says Holyhead wore rather a festive appearance on Saturday, July 27, when the Teutonic started upon her trial cruise, The new boat is what is called an "armed cruiser," "and" has been specially built from designs approved by the Admiralty, with the intention of placing her at the disposal of the Government in case of nieces sity. The Teutonic may be described as a flush deck ship, with a poop, bridge house, and top gallant forcastle, promenade and shelter decks, the poop and forecastle being open at the. ends. She has been built at Belfast, and is 582 feet long, 37 feet 6 inches broad, and 39 feel finches d ep (moulded), with a gross tonnage of 9.500 tons. Her outside appearance is very striking. She is built throughout of Siemens Martin steel, the framing and plating being according.to, the Admiralty specifications. In order to gain the necessary longitudinal strength, the plates are made very long, but to avoid the increase of resistance due to outside butt straps

the plates are made to overlap, and altogether ste presents a very graceful appearance. Below the water line great care has been taken to diminish skin friction as mu has possible, and to accomplish this the skin plating has been thoroughly cleaned and sealed, and coated with Suter Hartmann's and Rahtjen's well-known com- position. The effect of this is that the skin of the ship is as smooth as the hull of a racing yacht, the composition presenting a beautifully hard, smooth, and enamel-like surface. Much of the speed that fast vessels attain is due to the amount of cate bestowed on the outside of the bull, and the builders of the Teutonic, in using Suter Hartmann's comp sition, have given prac. tical proof of their faith in its efficacy. The stem, sem framing, rudder framing, and keci are of forged steel. The Teutonic has no double bottom, but she has numerous transverse bik heads, and a longitudinal bulkhead extending the greater part of the length of the ship and

(FROM OUR CORRESPONDENT)) |

Amay, September 17th, 1889. Last week two Chinese opium-smokers, tired of being taken to task for indulgence in the hrbit by their friends, ended their smoking by taking a header into the harbour. They were fished out next morning.

Captain Collinson, of the Northamptonshire Regiment, a visitor from your port, has succeeded in breakding the record of our local shikarees by bringing down three tigers, two males and a female, which he shot on Saturday evening.

It is rumoured among the Chinese that a most disastrous fire has occurred at Cheang Chew, destroying over one hundred houses. It is stated that several lives have also been lost.

The weather for the past fortnight has been most enjoyable, nics and cool at night and not too hot in the day, There is, however, a lot of low fever among the natives, but otherwise the health of the port is very good.

A CHINESE tragedy.

St. Paul's warnings against that mischievous class called "busy-bodies" is truly exemplified by a sad tale which comes from Peking. It appears that a man named Chea, aged twenty.. six, and his wife, who is a year younger, had a son aged eight years; all three lived happily by themselves, but for some reason unexplained were not on good terms with the other membera of their family, which consists of a mother and an elder brother. One day last month, having occasion to visit his relations, Chen had a wordy dispute with his mother and no left his brother's house in a passion. This coming to the ears of the neighbours, it is unnecessary to say that it was made public capital of by certain buy- bodies amongst them, who thought, in the inte- rests of "Filial Piety and the other four Chinese Virtues, that Chen should get a "fright" so as to stop further quarrelling with his mother. Accordingly one of them called on Chên the same day and gravely told him that be had a most fearful crime to account for, in that his mother, after his violent altercation in the Mr. Kobinson-No, that does not, follow. morning, had committed suicide. Mr. Robinson-With regard to whether the defendant would be protected by the laws of remedy he must take advice, but a person putting opium on his manifest should be requested to remain on board until the ship is out of the waters the colony, because there may be a case like this a person many unlawfully get possession protect bimself put it on the manifest, in case of prepared óplum-by stealing, say-and to the Opium Farmer found him out.

Mr. Webber I take it that the opium will be handed over to the Oplan Farmer.

Mr. Webber-I can easily prove that-they have been all pricked this morning there is no. doubt about what they captain.

Mr. Robinson-It is in my discretion-I must forfeit it, but it is in my discretion, to deliver it to the Opium Farmer, and I presume if it is not handed over to him it will have to be destroyed. Mr. Webber-No, I think under Ordinance bonded to him.
