The Neue Freie Presse publishes an inspired letter from Berlin which states that the remark lately made by the Tear when drinking to the bealth of Prince Nicholas of Montenegro, that the Prince was the only faithful friced Russia had, was aimed at both Aústria and Germany. The letter adds that a recurrence of similar incidents will banish all hopes of peace being maintained. Much stress is laid upon the con tinued arming of the western frontier of Russia.

man has been staying in Shanghai for the past four months, and had been suffering for malarial fever. About two months ago he sustained an attack of sunstroke, which brought on a return of the fever. During the past month he has been taking but little food, and although strongly urged to remain in Shanghai, to be nursed in the hospital, he persisted in coming North, stating his belief that the clitnate af Mongolia would restore his health. When brought on board the steamer he was in a very weak condition, and was placed under the care of Dr. Kin, who was luckily coping North. Mr. something more invigorating and breezy, and Captain G. The same friendly hands assisted in the, mortuary preparations, and from first to last Captain Payne did all The day before his decease it was apparent that the warmest sympathy could suggest. he was in dying condition, and although he objected as a matter of conscience to occupy a first-class berib, a few hours before he died he was removed froh between decks to a first-class cabin. The El Dorado arrived at the Bund yesterday afternoon, and the deceased gentleman was interred in the Cemetery the same evening. The agent of the steamer, Mr. Cousins, has the thanks of the many friends this of the deceased for kind services rendered occasion. The service at the grave was con- ducted by the Rev. W. F. Walker, and a large number of friends and acquaintances gathered around the last resting place of one who was in every sense of the word a missionary, who had forsaken home, friends, everything, to live among and sacrifice himself for, the Chinese people.

FAMINE-RELIEF FUNDS AND THEIR USE,
China is the land of annual famines and annual appeals. Some ten years ago, on account of unusual distress, foreign' men of generous impulses contributed to the relief, and left a story which has been heard ever since. Some three years ago two of the large steamship companies under foreign control united with the Dative company in relieving some of the distress along the Yellow River in Shantung. Last year,

After throw ing overboard a part of her cargo she got afloat, and arrived at Taku on the 17th. It is said she sustained no damage.
The Chinese Telegraph Administration have now 'completed their line to the south-west frontier of Honan, their terminal station. Being Teng Yuch, or Maulmein. This is a little over 203 miles from Bhamo, the British-Burmese frontier town. The joining of the Chinese and Indian system of telegraph now depends solely on the Indian Government.
Mr. Feindel, Acting Consul for Germany, having been promoted to the rank of Consul, on which we congratulate him, will shortly proceed to Amoy. Mr. Feindel will be succeeded in Tientsin by the Baron von Seckendorf, who is known to many residents of North China and will be a welcome acquisition to Tientsin,"

After the rain. that has fallen during the past week or so the up river waters may soon come down and scour out the Tientsin Reach, the shoals in which are the only serious olistraction in the river-Chinese Timet.

Peking, June 18th, 1889. In February last His Majesty suggested to Li Hung-chang that instead of building the railway from Tientsin 10 Tungchow to have it run from Tientsin to Pao-ling-fu. The suggestion was rereated by His Majesty on the 14th A-il, and again Prince Chun on the 13th May, but Li most humbly declined to meet their views. A. few days ago, however, Li, in his argument against Chang Chih-ung's proposition, prays His Majesty, that if any line is to be built, to build the line first from Tientsin to Pan-ting-fu,
and front there extend it to Peking, and thence
to the South. Li Hung-chang declares that the
Hankow line will cost Tis. 30,000,000 without Crossing the mountains on the borders of Henan and Hupch, whilst Chan Chih-tung maín.- tains that it will only cost about Tls. 20,000,000 if the road crosses the mountains. Which of these two Viceroys are right ? I expect both are

There seems to be a running around the circle, something like the following: the high officials, tow officials, and rich gentry unite with the Emperor in stupendous contributions; the funds are lavishly distributed; the people, being aided, now pay their taxes; the high officials and the Emperor get back their receipts by means of the taxation; other contributors are generously advanced in rank, while the people are pacified and the Government protected. Say what we may of the Chinese skill, here we certainly find an ilustration of its practical existence.
The Chinese have an expression: Fangchin as render relief and pacify the people. This is the Chinese idea in a nutshell concerning the use of famine funds."
The people of the West have a maxim, “ Kill two birds with one stone;" and this bears witness to the above, saying of the Chinese. The Chinese after all are a very practical people, for they believe in getting as many advantages a possible out of an act. And, pray, why not?
We fancy that even foreigners are not always single-eyed in the famine-work, if it is meant only to sava life. Other ideas necessarily enter in, and, pray, why not ♬ And, we add, let all the purposes be as open and reasonable as those of the Chinese,
