THE E. and A. steamship Catterthun which arrived, to-day from Sydney, reports that the Co.'s steamship Menmuir was at Port Darwin when the Catterthun left. She was bound to Java Ports, Singapore, Hongkong and Japan, with a large number of passengers on an excursion trip. Since she was fast in China the Mormuir has undergone extensive alterations and repairs, having been fitted with new decks, new boilers and quadruple expansion engines; other saloon accommodation has been entirely remodelled and considerably enlarged.
THERE is probability, says the Japan Gasette that the day of foreign cement in Japan is past. A Yokohama cement manufacturer and dealer has discovered a stone called mekura in Noto district which possesses remärkable qualities as a cement material. If the stated results of his tests be correct they are very good. It is said that the cement will bear a weight of 400 lbs. to 50 lbs. per square 4 (about 1 inch). The evening papers concur in the opinion that Rochereau committed suicide. The chiefs of the principal banking firms met to-day and resolved to place themselves at the disposal of the Comptoir d'Escompte, in order to assure, in cse of necessity, the repayment of all deposits.
BELGRADE, March 6th, King Milan has abdicated the throne of Servis. : " Crown Prince Alexander will be proclaimed King to-morrow. Petrovitch, Belimarkovitch and Ristics will act as regents during the minority, of the King, who was born August. 14, 1976. King Milan, in announcing his abdication, ' declared that there would be no change in the relations existing between Servia and Austria.

I take the opportunity, while on the subject of the Ordin- ance, to refer to a report that I am told has been in chiculation to the effect that this Ordinance in its original form was drafted on behalf of the lotholders in England and submitted to the Colonial Office by Mr. Chater. I never heard the report before to-day. It has been brought to me by a gentleman in whom I bave great con- fidence, and be mentioned it to me as being talked about. I think it just as well to mention at once, if anything I have said in Council has given that idea, the report is absolutely without foundation. Neither Mr. Chater nor any one of the lotbolders ever saw or, I believe, heard of the leto the Council. In 1787 an Ordinance "waa passed making provision in relation to the carriage of deadly weapons, and Ordinance 4 of 1889 substituted certain provisions for the first four clauses of theoriginal Ordinance, By some Inadvertence, as I take it, the power to punish under the original Ordinance was omitted by the amending Ordinance. This Bill simply re-enacts the Ordinances of 1887 and 1889, rein- troducing the provisions as to punishment. The object is, instead of introducing a new Ordinance and having two old ones, to consolidate the law
into one.
