The eldest son of the Viceroy Li Hung-changat left Shanghai in the steamer Harting, which arrived at Tientsin on the 16th March. He was formerly Secretary of Embassy in London and Paris, and bears the rank of Prefect. On zoth March was the birthday of his mother, and there was a grand Chinese dinner to celebrate the event at the Viceroy's Yamên to native officials,

Six or seven lorchat are said to have grounded lately owing to the unusual shallowness of the water of the Yangtze this year. The Pas Kang, one of these, which went ashore below Hankow, has been aground fortwenty days. The steamer Peking grounded, and had to be towed off again by the Ngan-king. Divers are at work near Hankow fishing up dollars and other valuable cargo lost on the occasion of the great fire, when over 100 junks were burnt,
The trial of the ex-Minister to Japan, Sa Chéng-tsu, by the Provincial Judge and Salt Revenue Commissioner at Nanking, on a charge of "squeezing" the Chinese Government, in connection with the purchase of copper in Japan, still continues. On the 21st March at 3 o'clock the case was resumed in the Provincial Judge's Yamen. It is said that all the recommendations for premation of his subordinates submitted by the late Minister, have been cancelled. The money said to be embezzled is a very large sum.
The Hu Pna, under the familiar heading "Cherishing men from afar," gives the text of * proclamation by the two city Magistrates of Canton, issued by them by order of the Viceroy at the instance of Mr. Alabaster, the British Consul. It quotes a despatch of the Consul's to the Viceroy recapitulating numerous recent instances of insults offered by the Cantonese to respectable foreigners visiting the City or the neighbouring country; and waras the people that any one caught insulting or throwing stones at foreigners will be severely punished.
Mr. Mel Kwang-tah, (whose name has been anglicised into Tart"), a prominent Chinese merchant of Sydney, N.S.W., returned to China in January. The Viceroy of Canton gave him na interview, to learn his views on the emigra- tion 'question, which were communicated by His Excellency to the Tsung-li Yamén at Peking. On the zoth March Mr. Tart left Hongkong for. Sydney again. The Chinese merchants of Hong kong interested in the Australian trade presented him, just before he left, with a satin scroll bear- ing four gilt characters, Yen Hing Chung Sin (loyal and true in'word and deed),
Canton is a great and busy city, full of bustling activity till late into the night, but it has hitherte been very badly lighted with htle oil-lamps giving a flame no bigger than a bean, not brighter than a glow-worm. Since kerosene was 10 extensively introduced, the streets have been & little lighter, but the Viceroy now desires, it is said, to make a still further improvement, and introduce, gas, which he already uses in his own yamen. He has ordered, so it is rumoured, The two City magistrates to oblam from the dipast statistics of the cost of the oil used monthly for lighting, and gas will be as soon as possiblé introduced if it be found that it would not be much more expensive than the present system.
The acting Provincial Treasurer at Snochow, Tien, recently deputed a certain Chicken, of District magistrate, to proceed to Lib-yang (Chinkiang) with a sum of money for the relief of the distressed agricultural districts there, his orden being to co-operate with the local authorities in the distribution. This deputy contented himself with merely handing over the money to the Chinkiang authorities and when questioned, on his return, about the extent of the distress and other matters, avowed his complete ignorance of them all. The Governor of Kiangsu has suspended him (for a year, and scored two large "bad" marks" against him, which he will have to work off to future years before he gets promotion.
Last winter, it will be remembered, an English sailing vessel, on ́s voyage to Manila was wrecked at Ang-mo Kong, in the Sin-tek District, North Formosa, and more than ten of the crew disappeared, Mr. Bourne, the British Consul, represented to the Governor that the people of the district had boarded and looted the ship while it was as yet by no means certain whether she could be got off the shore or not, and that the missing men might possibly have been killed by them. The Governor sent deputies to the ipot to make enquiry, but the people had led on hearing of their purpose, which delayed the settlement of the question for some time. We hear now that a sum of Tis. 5,000 has been paid in settlement of all claims, the money having been exacted by the authorities from the people of the district where the wreck occurred.
|
Expenses for new godowns, etc., at Shanghai Tientsin, Ningpo, and Winchow, new iron boats Nanking, repairs (new boilers) to the Fung- shun, Kiangteen, and Kiangtung, have involved an expenditure of over Tis, 238,000, Over Ths. 298,000 have been written off for depreciation in value of steamers, etc., and although over Tls. 18.000 were recovered for insurance at Foochow, the dividend to share. helders is only Tls, 80,000. The actual value of he Company's property in steamers, godowns, etc., is assessed at Tis. 3,870,000 the property having depreciated, it is estimated, In value, since, the rith year of Kwang Si to the extent
Tis, 480,000. The accounts for the Kwei-chi property are now in order, but there are still difficulties in obtaining a clear statement as regards the Annam property and the Corcan loan; but it is hoped that these will soon be overcome. Every effort will be made by the present management to conduct the business of the Company with the strictest economy, in recognition of the confidence the High Authori ties have reposed in them as displayed by their retention in their present position, in spite of the suggestion they made that on the expiry of their three years of office, other Directors should be appointed in their stead.
