A letter from Mr. Whitehead, Manager of the Chartered Bank of India, Australia and China, drawing attention to the proceedings of a Deputa. tion from the Associated Chambers of Commerce, which waited on Mr. Raikes, the Postmaster General, induced your Committee to address the London Chamber on the above subject. Their letter, which is annexed, explains that while not wishing to discourage the introduction of a cheap "Sea" Postage for China, in their opinion, this to the great bulk of the Community here (unlike the Communities of the Australian Colonics) would scarcely prove an advantage, if hampered with slow transit. The desirability of assimilat- ing the Rates of Postage by British Packets to the Tariff by the French and German lines from Shanghai was strongly urged. (Appendix G.) SUNDAY OBSERVANCE IN HONGKONG HARBOUR.. The Revd. A. Gurney Goldsmith addressed a letter to the Chamber, baving reference to the above subject, and your Committee in replying embodied the following resolution" That in the opinion of the Committee the objects sought to be obtained by the Revd. A. Gurney Gold. sith, as stated in hla letter of 24th March to the Chamber, are worthy of every encouragement, but in view of the many conflicting interests involved the Committen do not see their way to Support legislation to compel total cessation of Sunday work in the Harbour, and unless an unyielding law, applicable to all classes-and- nationalities of vessels, be passed, it would be unfair," (Appendix H.)

PINNACLE ROCKS AND OTHER OBSTRUCTIONS: TO NAVIGATIONS ON THE CHINA COAST. His Excellency the Governor was pleased to place before your Committee certain correspon dence having reference to the above subject, and also pointing out if sufficient inducement was offered much valuable, information might be obtained from the numerous fishermen along the Coast who, from the nature of their calling, are necessarily well acquainted with the exact position of such obstacles. The question, "one of general interest, was taken up by your Com-" mittee and in view of organizing scheme, to define the position of Pinnacle Rocks and other dangers, and also of establishing a fund avail- able for the payment of rewards, placed itself in communication with the Chambers of Commerce, Insurance Officers, and Firms at the treaty Sex ports of China. The proposal met with general approval, and subscriptions now collected amount to $1,900. So far the calls upon, the Fond have been very slight, but when it becomes generally known among the Fishermen that the information they can im- part is, to them, intrinsically valuable, applica- tions will increase, and there is every reason to suppose that the particulars so obtained will prove of the greatest value to all concerned. Your Committee regret to learn that the survey of the China Coast has been suspended by the withdrawal of H. M. S. Rambler, ordered to Australia (Appendix )

Your Committee having been asked by His Excellency the Governor for an expression of opinion as to the desirability of entertaining » proposal from the Easter Extension, Australasia and China Telegraph Company to lay a direct cable to Singapore, in consideration of an annual subsidy of £7,500, stated that in view of the now rapid spread of telegraphic faciltles and the probability that communication between Hong- kong and Singapore will not very long remain entirely dependent upon the existing lines, they had come to the conclusion that the necessity that previously existed in the opinion of the Chamber for a direct cable no longer obtains.
