POPOW PLEADS GUILTY,

AN EXTRAORDINARY. STATEMENT.

SENTENCE.

His Lordship :-Is that all you have to say 7. PopowMy lord, I arrived in this Colony with plenty of means to go away beyond being detected or being caught, but so great was the weight of political affairs that I have had to bear in addition to the story I had to tell about this wreck I decided the fact in the Victoria Hotel whether I should give up myself or remain until Justice found me out, and I said, although it may seem a rather romantic thing to do (here he stretched his hand out dramatically) I took two eggs and said "If this one breaks I will give myself up to Justice.” It broke I and here I am, His Lordship:-I have listened to your state ment, which bas really not the least relevante to the charge, and I do not see that it extenuates, in any way the crime to which you have pleaded guilty. You are charged with going and falsely representing to a solicitor whom you had in your employ with a view to certain proceedings against an insurance office which you alleged bad insured a vessel for you, and while you had his confidence you got two sums of $100 and $150 from him. I have read the depositions and the documents you wrote, and it seems to me you are a perfect swindler-you give what purport to be telegrams from Salgon and other communications you bad with reference to the crew of this supposed wrecked yacht, and further, as to saving of the insurance policy, you put it in the tele- gram in a way that has the air of truth, such as might be the case with any man. Now you my you put your faith upon some throw of the dice, or something of that sort, as to whether you should give yourself upto Justice or whether it should find you out. Now, justice has found you out, you braved it as long as you could, and it was only the happy accident. of the arrival of this officer from Bangkok that made you admit that you were the swindler he, says you are. The sentence of the Court is that you be imprisoned and kept to hard labour for, two years.

SIR-Referring to my letter of 7th July, 1883, the proposed scheme initiated by you for and to previous correspondence on the subject of Reclamation in front of the Central and Western portions of the Praya, I am directed by the Governor to inform you that there having been submitted to the Secretary of State for the Colonies the following questions:

3. With reference to this latter suggestion it is necessary to remember that the Government share of the reclamation is wholly for the public. benefit. So that in order to arrive at the amount require to be deducted from the total of a fair to be paid in respect of private piers, there will compensation or sum beating the same propor tion to it as the Government share béars to the whole reclamation.

4. There is, however, another, consideration cognate to those which bave induced the view of the Secretary of State on the point, vix.: with the public which will require to be removed in reference to the wharves and piers belonging to

The constructions in question are: Peddar's Wharf Murray Pier, Pottinger Street Pier, Nam Pak Hong Pier; and it seems to the Governor that in respect of these the case for compensation (which by inadvertence was not submitted to the Secretary of State) is even stronger than that in respect of the privately owned plers

In view of the magnitude of this profit and of the exceedingly favourable conditions accorded to them His Excellency cannot suppose that there will be any hesitation on the part of the lot holders in accepting this small addition to their obligations.
