Chief Engineer, R.N. The President.—With reference to the award of compensation or damage, if you are in a position tosay what they are the Court will consider about making the award now.

Mr. Robinson said he was not in that position "yet, and would not be until she was on her berth, ready for active service again. The owners were paying wages, wharf dues, agents' fees, besides loss of profit, and all that would have to be estimated.

Mr. Wilson mentioned, with reference to these claims, that his clients would require particulars, of these, with ample time-for examination."

The President said in that case the Court could not deal with that matter at all.

Mr. Robinson was of opinion that under the Act the Court had power to determine the question of liability.

The President:-The Governor is the man who is liable, and will have to pay it; he should be consulted.

Mr. Wilson :-He will be assisted by competent persons. I don't care who fixes it as long as we have an opportunity of taxing the bill before you, Mr. Robinson suggested that the Court be adjourned sine dir, pending the preparation of the bill. Then it could sit again.

Mr. Johnson concurred.

After some little discussion about a trivial point in the judgment the Court adjourned sine die, Mr. Robinson facetiously remarking that since his speech had been dispensed with he would send it to the newpapers,

TRAINING NOTES.

The space at my disposal to-day is so limited that I can only briefly detail the various per- formances made at the race-course this morning. The course afforded capital "going" and was fairly fast. Jura (Mr. Ruegg) and Mont Brèvent galloped a mile and a half in 33, 65, 1.38) (once found a min.) 2. 138, 2.30 and 3.36. The griffin Ian well for a mile and a quarter and but for Mr. Ruegg's ludicrous exhibition of whipping the pony the whole length of the straight would probably have got well inside 3.33. Sir-Referring to my letter of 7th July, 188, and to previous correspondence on the subject of the proposed scheme initiated by you for reclamation in front of the Central and Western portions of the Praya, I am directed by the Governor to inform you that there having been submitted to the Secretary of State for the Colonics the following questions:--

(1). Whether the scheme should be carried out. on the terms, and in the manner set forth in the correspondence above ret ned to:

(2. Whether in view of the unexpectedly large profit which the actual survey showed as likely to be obtained by the frontage lot-owners, the temos originally proposed should not be modified by the requirement of considerable premium in respect of the land reclaimed ; and-

The Filipinas case has again been delayed by the Supreme Court granting a further extension of time to the Defendants. However, as the Commission must be returned to Hongkong by the 31st March, the Directors trust that an early day will be fixed for the trial.

The New Dock is now complete, with the exception of trimming off the granite projections on the hill face and levelling down part of the 1oadway. The new pumps have given most satisfactory results, having emptied the dock from the 29 feet water line in three hours and twenty-five minutes on a consumption of four tong two cwi, of coal.

Messrs. Boitomley and Hoppius having left the colony, Messrs. T. E. Davies and N. A. Siebs were invited to the vacant seats, and as resolved at the meeting of Shareholders held on the 27th February last, Messrs. II. Layton and F. Dodwell were asked to join the Board; these appointments have to be confirmed at this meeting.

In accordance with Clause 60 of the Articler of Association, Messra. Wm. H. Forbes and St. C. Michaelsen retire by rotation, but being eligible offer themselves for re-election.

Mr. I. Foesnecket has been appointed Chair- inan for the year 1889.

The Viceroy received a telegram on Mon- day night announcing the serious illness of Li Hung-chang. Evidently this last attack is viewed gravely,for Tseng Kwo Chuan,the Viceroy of Nanking, is talked of as Li's successor, while the Viceroy of the two Hu. Provinces is stated to have been promoted to Nanking.

The constructions in question are: Pedder's Wharf, Murray Pier, Pottinger Street Pier, Nam Pak Hong Pier, and the Har bour Master's Pier; and it appears to the Governor that in respect of these, the case for compensation, which by inadvertence was not submitted to the Secretary of State, is even stronger than that in respect of the privately owned piers. Deducting from the total compensation to be given to private pier owners, the amount which represents the Government share of the Reclamation (which portion of the scheme is wholly, for the public benefit, and therefore to that extent excluding By Prefil the moral claim above referred to) the Governor understands that the maximum sum required for compensation in respect of piers, both public and private (it being impossible for some weeks to obtain more exact figures), will be $180,000; which, together with the $40,000 above referred to, makes up a total sum of $230,000 or 191 cents per foot of the lot-owners' portion of the Reclamation, or four per cent of the profit, which according to the lowest estimate will be derived from the project by the frontage lot-holders.
