The superiority of a few "crack"" shots may be a disadvantage in important com- petitions, but this is met by handicapping indeed it is stated that at the last Rifle Meeting the handicapping was so well done that in at least one instance favored competitors made actually more than the "possible" through the generous allowance of points made them. Another argument in favor of the motion, for exclusion was that too many prizes fell to non-civilians, contrary to the desires of the donors. That is very poor argument. The patrons who want their cups to grace

We regret to have to record the death, at Belfast; on December 23rd, of Colonel Andrew David Geddes, of the 83rd Regimental district and late commander of the Royal Inniskilling, Fusiliers In this colony. Netherlands Government contemplated abans WITH reference to the recent report that the doning Acheen, the officials at that place ridicule, the idea of evacuation, and discredit the rumours that any such step is in contemplation. The Dutch Government intends to keep its grip on the foothold gained after so many years of war- fare, and to enter into negociations with the Achinese chiefs with a view to end the war. WE (N. C. Daily News) learn from Kuhlow's that it has been definitely decided to establish German bank in China, which will have its head office in Tientsin. At the present time the German banking-houses obtain a 'marked preference from the Chinese Government as regards the settlement of its financial relations with Europe.
We note the arrival from Singapore of Madams Korff and Mdlle. Maillard, two accomplished musicians who have just concluded a most successful season in Java. These two ladies have arranged to give a concert in the City Hall, on which occasion they will be assisted by Herr von Wille and other leading local amateurs.. Further particulars will shortly be announced.
We read in a London paper of the 24th Dec. that the Sultan of Zanzibar has issued a decree pro-
viding that murderers shall lose their lives and thieves the left hand. In virtue of this decision, people who committed murders in some cases fifteen years ago, have been publicly executed are not allowed in the streets after nine o'clock by fours with horrible brutality. The Suatielis at night.
REAR-ADMIRAL TEIXEIRA DA SILVA, the new, Governor of Macao, Senhora Teixeira da Silva, Miss da Silva, a negro maid, Lieut. and Mrs. Vieira, arrived from Lisbon via Gibraltar, on Saturday, by the P. & O. steamer Shannon, and proceeded to Macao this afternoon. Senhor da Siiva, who was lately Governor of Portuguese Guiné, on the west coast of Africa, is 63 years of age and unfortunately does not enjoy the best of health.

But these are. subsidiary points. The question is-Have the Military and Police a right to claim membership if so minded? We think, and all unbiassed, broad-minded people will think, that they have, from their timely help at the beginning, from the great privileges they have conceded to the Association, from their usefulness now, and, as strongly as anything, from their equality as Britons and brothers. A RETURN from the Registrar General, published In Saturday's Gazette, shows, that during the three months ended the 31st December, 1888, 70 births and 39 deaths is the British and foreign community and 441 births and 120 deaths amongst the Chinese were duly registered--a grand total of 511 births and 1247 deaths. The deaths amongst Europeans. (exclusive of Portu- Iguese) numbered 12, Portuguese 11, Indians, etc. 7, and non-residents 9. In the Italian convent 180 deaths were recorded; in the Asile de la Ste. Enfance 133, and in the Tang Wa hospital 191. The estimated foreign population is 10,697, showing for the quarter an annual birth-rate of 26,18 and a death-rate of 14.59 per thousand; the Chinese are set down at 179.530, with a birth-rate of 9 81 to a death-rate of 26.91. For the whole population of 190,00o the annual death-rate per thousand for the quarter was 10.74 and the birth-rate 26.22.
