At the sting of the Paraeil Commission to-day Inspector of Police Huggins testified con cerning outrages at Castle Island, County Kerry. On cross-examination witness said he believed farmers' sons initiated the outrages in order to evade the payment of rent.. He knew of bogus outrages. He was not aware that men connived to damage their own property, in order to secure compensation for the quarter sessions. He did not think all the outrages were due to secret sociclics.. Sume were the result of family quarrels or private malice. He connected the League with moon-lighting because prior to the existence of a League Kerry had been peaceful. Lockwood of the Parnellites counsel asked witness how long he had been engaged in get- ting up cases for the Times.

BERLIN, November 23rd. Herr Van Lovetzow, Conservative, was to day elected President of the Reichstag by a vote of 271 out of a total of 281 ballots recorded. Nine ballots were blank. Dr. Von Buhl, Nationalist, was re-elected First Vice-President by log out of 259 voles recorded) and Baron Von Unruhe Bost Second Vice-President by 150 out of 244. All these gentlemen accepted the posts.

At a meeting of the Budget Committee, Count Welshetheimb stated that it was necessary to expedite measures for enabling the Government to mobilize the Landwehr. Formerly the vigorous and prompt use of the Lindwelir was not contemplated, but the present military and political supation demanded tither a material increase of the army, or such effective arrange- ments that the Landwehr would be able to answer all calls upon the troops in the field. The expenditure affixed to the budget for this purpose would amount to 1,941,460 Borins, including a sum to be used for the purchase of rifles, which were being turned out at the rate of 30,000 per month.

Not enough is as yet known of the actual condition of these famine siricken regions to warrant positive statements, or even suggestions, as to what ought to be done for their relief. But the string of refugees, and their tale of suffering, certify to the fact of a famine. Would it not be well that some steps be taken to ascertain where is the greatest need, and apply the balance of the Rellef Fund referred to recently by Dr. Williamson in print, to the sufferers of those regions ? It is a suggestion for those, especially within reach of those sections, and who have the facilities for ascertaining the facts. It would be a proper use of such a fund.-N. C. Daily News.

other robbers.

The steamer Kunghai finally crossed the Bar on the 26th in company, we believe, with the Tug Priko. The steamers Thyra and Ingraban made attempts to enter on the 25th and 26th but we' suppose there was too much ice, 'Since then the Cockchafer, we hear, was again telegraphed for, and is supposed to have left Chefoo for this at noon on the 28 h. There seems very little,chance at present of her getting into dock, for a strong north wind is blowing and the river is full of ice. Unless there be a very great change in the weather, we must content ourselves without the gunboat, and as the thermometer shews about, 20 degrees of frost, it does not scom likely, even if she can cross the Bar, that she can steam with safety against the dangerous masses, of ice already formed. There may be a full in the cold, but it is against probability, for this is the 27th of tath month, whereas last year at the same foreign period, we were only 16th of 10th month, when the weather remained compara- tively mild till 11th December, although there had been no steamer in port since the z6th November when the Chinese gunboat May Yuen * left.-N. The Chinese feet under the command of Admiral Ting- arrived here pn the 16th inst, from Foochow, comprising the Ting Yuen, Chin Yuen, Ching Yuen, Chik Yuen, King Yuen, and Lai Vien. I believe they will leave shortlyZETLAND for a ten days' cruise to the Pescadores, after which they are coming back to winter here. The two largest vessels, the Ting Fren, and

Ching Yuen, will come to Hongkong to be docked, and the others will proceed to Shaw for the same purpose after the Chinese New

Year.

The meteor flag of England has shown itself in this port at last. We were beginning to despair of ever seeing a British war vessel here again. The Espoir arrived yesterday from Swatow and it is said that she will stay for about six weeks. The Firebrand also arrived yesterday from Hongkong, but she leaves to-day for the North.

It is rumoured amongst the respectable class of natives that China will annex Coren after the Emperor's marriage, that the present King and all his family will be deported, and that Marquis Tseng will be appointed Viceroy of Cores.
