The libel action brought by Mr. Pamell against the Times in the Scotch Courts is to be limited to the question of the letters attributed to Mr. Parnell, but which he asserts are fargeries.

The ironworkers in the North of England have refused to accept an advance of 5 per cent in wages, and demand a 10 per cent advance.

Admiral Hornby and Admiral Lord Alcester insist that thirty additional ironclads and ago cruisers are essential to the efficiency of the British Navy. Lord Al-ester (Inte Sir F. Beau- champ Seymou) condemns the Orlando, the new Australian fl-gthin.

It is stated that Mr. O'Brien has induced Lord Kenmare's tenants to adopt the plan of campaign. The Emperor William of Germany, formally laid the last stone of the Hamburg Harbour Works yesterday, amidst great enthusiasm.

A meeting of merchants and others has been convened for the 22nd November, with the object of appointing a deputation to wait on Lord Salisbury and urge the Government to expedite the survey of the route of the proposed Pacific cable between Vancouver and Australia.

Sir Charles Warren has resigned the Com- missioner-ship of the London Police, in con- sequence of being reproved by Mr. Matthews, the Home Secretary, for publishing an article in Murray's Magasine.

Mr. Strachan. I move your Lordship to allow a proof of our averments in regard to jurisdiction; but I believe my friend wants it to go to the procedure roll.

Mr. Murray.-I want it to go the procedure roll, as I certainly wish to raise the question as jurisdiction any of her pursuer's averments of jurisdiction. As your Lordship knows, we thought there should be a reversal, but your Lordship took another view, 1 think it right to point out that the alterations made by my friend are very considerable. I am not complaining of that. It is entirely within his right, but I think it is right to point out to the Judge who closes the record the nature of the alterations. Among other very considerable alterations, my friends have deleted entirely all complaint of the statement which we have made that the pursuer supplied Frank Byme with funds to escape from justice.

The following extract from the Rules is published for general information:-

5. Any person being a member of the General or any branch Committee, or being an annual subscriber of not less than five dollars to the funds, shall be a member of the Association.

6-Any donor of not less than Fifty dollars, and any person who shall have collected and paid to the funds of the Association a sum of not less than Three hundred dollars, shall be a Lile, Member,

7-Every Regiment of Ship which shall contribute a sum of not less than fifty dollars, and every incumbent who may grant the use of his pulpit for a sermon in ald of the Associaton, and from whom a like sum of not less than fifty dollars be received shall also be Members of the Association.

8. Every Member of the Association shall have one vote at the Annual or any Special Meeting of the Association.
