I saw to-night proofs of Sir Charles Warren's article on the London police, which will appear in a magazine here on Saturday. WINNIPEG, October 21st.

The long-threatened conflict between the Dominion and Provincial Governments appears to have come at last. The blocking by the Canadian Pacific of the track of the Northern Pacific where it crosses their southern branch is the cause of the trouble: On Friday the local government aware in about two hundred special police and proceeded by special train to the cussing in order to protect the track-laying gang. The track-laving gang was distant about mile and a half from the crossing, and, owing to the inclemency of the weather, they were unable to bring the track to the point of crossing before darkness fell, and both sides returned to the city. The Canadian Pacific left a strong force of men, who remained there day and night. The mounted infantry, consisting of about 100 regulars, whose barracks are aboat two miles from the scene of trouble, were under orders from the Dominion Goverment to back up the Canadian Pacific. The officers of the Ninetieth Battalion were also instructed to hold their men in readiness, but as they are militiamen; a corporal's guard could not be obtained for the purpose of blarking the building of the Northern Pacific By Monday the track will be laid up to the point where the obstruction is across the track, and the conflict will ihen be inevitable.

The city is afirme to-night over the matter. The Canadian Pacific's attitude is universally condemned throughout the province, and by to- marrow it is probable that there will be 700 or 800 young men sworn in as special constables. has decided to sink all differences in order to show its strong opposition to Count Von Taafe. If the compact holds the Germans will probably reject the Government's military bill, which will lead to a dissolutipa of Parliament and a change of Ministry.

The Austrian Reichrath reapened to-day. In the lower house be Minister of Finance presented the budget for 1888-81 The revenues are estimated at $38.515.244 florins, and the expendi- tares at $38,345786 florins, showing an increase in expenditures aver 1888 of 21,544,819 forins.

In addition from various causes the crops have been unusually poor, some families being unpro- vided for except for a month or two. From reports that reach our ears, we judgé, however, that Honan is in a greater state of suffering than this Province.

On 1st and 2nd November occurred heavy rains in these parts, giving hope to the poor

farmers for the crops of next spring.

The examiners have already left for Peking, and the Governor in now making preparation for the military examination. Properly it should begin to-morrow, but from the absence of the new Treasurer, it is postponed for two days; by that time the Treasurer is expected to have arrived. He was appointed for the position last May. He is a Hunch man, former Judge of Kwangtung, Wan Yü-tano by name. When he arrives the judge will return to his own proper past, and the Tastai in turn to his. The number of students this year in the military examination is only something over 1,000; much smaller

than in former years.

A few days ago occurred the funeral of the late Acting Tastal, Chang Tu'ng. His sons, who are men of high literary degree had arrived, and the officials all combined to do him honour. He was a man of ability, and in many ways showed a friendly spirit to the foreign residents. Dispatches from Wady Halfa state that the-N. C. Daily News. White Pasha with a large force is still in Bahr- el-Gazelle. Troops from Omdurman are mirching to oppose him.

A BRANCH of this most useful and

beneficent Association, now, so widely extended over England and India, has been started in this Military command, under the -name of THE HONGKONG AND STRAITS SETTLEMENTS SOLDIERS AND SAILORS FAMILIES ASSOCIATION, PASSA It is formed for the purpose of aiding the Wives and Families of men of all branches of H. M. Forces now. serving or who shall heres after serve in Hongkong or in the Straito Settlements, and co-operating generally with" the Parent Association in England, by collecting funds and furnishing information about the families of soldiers and sailors serving 'here, who may need assistance at home.

The Association in Hongkong Is under the management of a General Committee consisting of :-

The following extract from the Rules is published for general information ——

5. Any person being a member of the General or any branch Committee, or being an annual subscriber of not less than five dollars; to the funds, shall be a member of the Association.

6. Any donor of not less than Fifty dollars, and any person who shall have collected and paid to the funds of the Association a sum of not less than Three hundred 1 dollars, shall be a Life Member..

7-Every Regiment or Ship which shall contribute a sum of not less than fifty dollars, and every Incumbent who may grant the use of, bis pulpit for a sermon in aid of the Associaton, and from whom a like sum of not less than fifty dollars be received shall also be Members of the Association..

8. Every Member of the Association shall have one vote at the Annual or any Special Meeting of the Association. A Regiment may | vote by its Colonel and a Ship by its Captain or other Commanding Officer; or in either case by any Commissioned Officer in Her Majesty's Army or Navy, nominated in writing for the Regiment or Ship by the Colonel, Captals, or

other Commanding Officer.

9-All annual subscriptions to the Association shall become due on the 1st day of January in each year, and shall be paid to the Treasurer or the Bankers of the Association; Members joining the Association after the 30th of Septem ber shall be considered as becoming subscribers from the 1st day of January following.
