THE fast number of the Macao Government Gastile contains a decree issued by the Lisbon Colonial Office forbidding the Government servants from engaging in commercial pursuits, Taking into consideration the tradeless state of the Holy City and its atter degradation which has been brought about by its lethargic Govern- meat and its infatuated clergy, this new decree debarring the civil functionaries and military men from engaging in trade is extremely iudicrous. We are, moreover, informed that as a certain amount of pelly trade is freely indulged in by some of the officers of the 'bungry army the Lisbon Government has thought fit to put a damper on their commercial proclivities.

ONE of the latest projects set on foot at the Legislative Council relates to the introduction of the nuns belonging to the Society of St. Vincent de Paul, commonly known as Sisters of Charity; into the Government Civil Hospital. The project originaled with the Government, and was readily supported at the Council table, the chief reason advanced in its favour being the desirability of employing these religious women whose reputation as nurses, as hospital and ambul- ance attendants is world-known. The good services they have rendered to the Shanghai Hospital as well as the easy working of that, institution under their management were alluded to as good precedents; a hint occasionally

The estimate of working during 188 to 30th September shows an improvement on that for the factory position, and if our losses during the same period of 1887, of $58,000, a very satis approaching winter are not unusually heavy, we may fairly anticipate that our next report will be even more favourable than this one.
