THE China Mail wants the proprietors of houses in which gambling is carried on to be made liable to a penalty of a substantial kind-not necessarily a term in Major-General Gordon's select establishment, but a big fine. Just so! Perhaps the sapient individual who made himself a first class idiot by suggesting such a glaring piece of fally will start operations by suggesting the penalty to be imposed on the proprietary of the Hongkong Club1 The Committee of that model establishment will oblige us, we are sure, by refraining, for the present at least, from | choking "Brownie" with a copy of his precious

SOMEBODY, a German gentleman we believe, bas started an opposition paper in Bangkok to the Bangkok Times. It is called the Siam Mercantile Gazette, and is, of course, going to revolvationise, politically, socially and com- inercially, the entire country. However, it will do nothing of the kind. Unless the Siam Mercantile Gazette is a bolsiered-up concern, started for certain well defined purposes and supported by public or private subsidies, it will never pay the cost of publication. The Bangkok Times is, all things considered, a very ably managed journal, and yet we are assured by Mr. Lloyd Williamnese, its experienced editor and proprietor, that he has not found millions in it will take the whole of the European population of Siam to adequately support.one English news paper, and as the new venture appears to be in amateur hands it can have but a faint prospect of knocking out the older established paper. If the Siam Mercantile Gaselle is to exist solely on its merits as a newspaper, its enterprising projector will find it advisable to put up the shutters, a sadder and a wser man, within six

months.

THE Editor of the China Mail alleged that Gov. ernor Pope Hennessy was, politically, both lippery and unreliable. The future member for Cork courteously retorted that the Editor did not have even the beginnings' of a gentleman in his catire composition. Both were probably right, but we don't think. it was. by any means a drawn battle. We also observe that the Chin Mail gratefully remembers Sir John Pope Hennessy.

YESTERDAY afternoon a fatal accident occurred at Aberdeen Dock. A number of workmen were on a staging, engaged in stripping the copper from the bows, when the hook which holds the anchor up slipped unaccountably, and, fell on the boards. The staging tipped over, and the men fell into the water below, which was about six feet deep. One of them struck his head on the bottom, and shortly after being lifted out died from concussion of the brais.

LONDON, September 9th. Mr. W. H. Smith speaking at Gloucester said that the Cape Government was mistaken. in supposing that England intended to hand over Bechuanaland to the Cape. The English Government preferred to retain a direct hold on the country.

It will be remembered that last year during the minor examinations in the province of Chibli, the Viceroy's son was, a candidate. The son accompanied his father from Peking and was communicating some domestic event and the letter was first given to the Viceroy who opened it, read it, and handed it to the Chief Examiner, complaining at the same time. of the son's offence. The father replied that he did not wish to exonerate his son's breach. of the law, but at same time he pointed out that according to the law, the Viceroy hind no right whatever to take upon himself the responsibility of opening the letter, without first summoning all the examining Board and opening it in their presence. Will Governor des Voeux kindly inform, the community why this long-looked-for and most important report has been so long delayed? We have heard that it was the fault of the Government printer- which we are very loth to believe, as Messts, Noronha & Sons are well known to be most energetic and accurate in their business. But if such be the case, why was not the report sent to be printed elsewhere? There are numerous admirably appointed printing establishments in Hongkong, and we have yet to learn that the Government printing in a free trade colony is a monopoly. However, we are anxious to have the inbours and recommendations of the Fever Commission made públic, and urge the Governor to lose no more time in delay which is as vexatious as it must be unnecessary. SAYS the Singapore Free Press of the 9th inst.: -A very curious looking craft, something between a torpedo boat and a sand barge, may be seen lying in the Rands just off Messrs: Gilfillan Wood & Co.'s pier on Collyer Quay.
