This is not for the purpose of injuring whisky dealers, but to get sober and stay so." The returns of the Board of Trade show that during the first eight months of the year 118,297 English, 26,972,Scotch, and 58,80 Irish emigrants left the kingdom, a total of 204,070 Of these 115,719 went to the United States, 29 193 to British North America, and 19,359 to Australasia. For the first eight months of 1887
the total number was 200,276: GENERAL BOOTH has decided to again try the experiment of raising funds for the Salvation Army by appointing a week of self-denial, during which all the "soldiers and friends of the army will be invited to deny themselves some of their everyday life luxuries and send the money thus saved to headquarters. The experiment tried about two years ago brought in £3,000," #1 HOPE the Colonel didn't seem at all annoyed when you presented him with my account, Penwipe," said Mouldby to his confidential please, offered me a cigar and a glass of wine, clerk. DR GATLING has patented a new process for casting steel guns, which he claims is superior to the old method. He employs a central core, which is water-cooled, and round which the casting is made. By doing this, the casting is cooled from the interior outwards, while by the present method the cassing is cooled the reverse way, that is to say, from the surface towards the interior. The consequence is that, by Dr. Gatling's method, the creation of a hard-resisting arch on the exterior of the casting is avoided. EXHAUSTIVE experiments in the manufacture of aluminium have recently been made at the Krupp works, at Essen, Germany, and with the most gratifying results. The metal is turned out pure in chunks, some of which weigh nearly tod pounds, and the cost of production is said to be considerably less than a shilling (25 cents) per pound. A company has been formed in England for managing the process on a large scale, and its patents also cover the manufacture of sodium, potassium and artificial cryolite. There can be no doubt that when once aluminium is offered for sale at a few cents per pound it will come into general use.

OCTOBER, which as a rule heralds in excep- tionally fine and dry autumnal season, has so far made a very poor exhibition of itself this year. Rain and south-westers are as abundant as in March, and an occasional thunderstorm graces our mornings with its ominous music Nihil sub soli novum; bot this is emphatically an atmospheric novelty worthy of record. It may be that some typhoon is brooding near the Philip pines or careering about the Pacific, too far away from-meteorological observatories to be noticed and reported; or it may happen that equinoctial weather with its attendant train of storms has set in later this year in our latitudes than it usually does! The fact nevertheless is patent that we are traversing a spell of wretchedly bad weather, quite unlooked for at this season. What the agricultural prospects in the adjoining Kwang-tung province may be under such auspices we know not, but have every reason to fear they will be exceptionally bad..

AN important memorandum upon the forma- tion of infantry for attack purposes, consequent upon the greater range and power of modern artillery and musketry fire, has been issued by Sir Archibald Alison for the guidance, of the troops at Aldershot. The general principle lays down that troops allotted for the attack will, when of sufficient strength, be divided into first, second, and third lines. For advancing upon a position three zones are described the first from 3,000 up to 1,700 yards, subject to artillery, fire and rifle fire at extreme sanges; the second from 1,700 to Boo yards, swept by artillery fire and unajmed rifle fire at long ranges; and the third in two phases-the first from 800 to 150 yards swept by aimed rifle fire at medium and short ringes; and the second phase from 150 yards up to the position in which independent firing will be used with fixed sights, the second line Joining the first for the final charge, which must be carried out with vigour, the men cheering loudly, drums beating, and bugles sounding. The third line following rapidly will, when the position is carried, open fire by volleys on the enemy as he retires.

What more, demoraliz- ing action than this is conceivable ? To find its exact counterpart we have to go back to the transaction where a high Hongkong Government official, ignoring the glorious traditions of the Civil Service of Great Britain, demeaned himself personally to induce a poor Chinese girl to by the unscrupulous use of marked delus, convict herself of a misdemeanour, and then had her brought before him on the following morning. in his position holding judicial powers, and punished her for the offence he had tempted her action of suborning officers and men from to commit.
