[We take this to be the final upshot of the differences which have lately existed between the Governor of Macao and the Municipality, Guiné, to which place Senhor da Costa has been transferred, is a third-rate, Portuguese colony on the West Coast of Africa, Senhor Costa Duarie, the Colonial Secretary, who is now recalled, left for Lisbon by the last French mail, on sick leave. The Government Council in Macao (in the absence of the Governor) is consp sed of the Bishop (now absent) the Chief Justice, the Commandant of the Police, the Attorney General, the President of the Municipal Chamber (now dissolved), the Colonial Surgeon, and the Colonial Secretary, Senhor Cabral Acting.].

An intelligent Chinese gentleman, who has just arrived at Tientsin from Chông-chou on the Yellow River, gives a doleful account of the magnitude of the recent disaster, the irresistible force of the flood water, the utter inadequacy of the Chinese embankment works, and the frightful destruction that has been done to Honan. Now that the long-drawn-out Hollywood Road arson case has been concluded, and the defendants found guilty, we may look for a cessation of those mysterious fires which have for so long harassed our Fire Brigades and enriched incendiaries at the expense of traders and insurance offices. We wonder how many scores of times we have had to report that "the origin of the fire is not known, or that it was due to the upsetting of a lamp, or in some incomprehensible way attributable to joss- sticks. Apparently as soon as the little smouldering sticks are left unwatched, they get up out of their holes, insert themselves amongst the most inflammable material in the shanty, and defy extinction. That is the Chinese theory, blandly advanced and very often blindly accepted. The native shopkeeper "knows his little book" about fire-raising. When things begin to go wrong, when his particular gambling star is unpropitious, he smiles up his wide sleeve and prepares for a fire. He fixes the date, and you may safely give long odds that he will be on time, the police permitting. First he insures, showing a good stock for inspection. This he gradually depletes, until three, or six, or nine months later, he has a beggarly array of empty boxes not worth the premium. A little kerosine oil and a bundle of wood judiciously applied soon hide all this, and who can say that the claim for the insurance money is not genuine? But if it ended here we would not grumble. The insurance offices take risks, and it is their look-out if they are victimised. We think we are temperately
