I fear your readers must be hearily sick of Chinking and its politics by this time; but must be a little space in reply to the article in your issue of the 20th inst.

Your contributor (whom for brevity I will refer to as "the unknown quantity) must surely be a new arrival, else he would have spoken with more wisdom, or refrained from commenting upon matters with which he was sa little nequainted.

To return the sing-song girl nuisance com- plained of by "K"-Would he be surprised to learn that these said women are one and all- "licensed" by the policemen themselves, who levy black mail right and left, and prevent those who refuse to pay entering the concession. Now to business.-The provisional (not "con- ditional Rules attached to the issue of outward Transit Passes were framed by the Bri ish and American Consuls, and the Commissioner of Customs, and would have been enforced whether the foreign tacchants approved of thein or not. These rules, in any humble opinion, were (with a few-light exceptions) admirably framed to. meet the cutward Transit Pass trade, the only mistake being thht they were not applied in all the Treaty ports of China,-when we should have nothing to complain' of--that omission is for HBM's Minister to explain, but that we should

What the Foreign office in London have to do with the matter 1 think few persons but Mr. "X" could venture to explain.

The most absurd conclusion arrived at by "X" however, is that Chinese living within the British Concession has an adverse effect upon foreign irade-are the natives supposed to be powerless for harm if they dwell without those hallowed precincts? This mystery I confess myselfunable to unravel: That there is a tendency at all the ports for business to drift into native hands is undeniable, and moreover quite natural; with Hankow, Kinking, Ningpo, Wenchow and even Tientsin; but this is quite independent of their place of residence, whether in foreigs

houses or elsewhere.

It has been found impossible to keep the Chinese out of our Concession, there is no law to prevent them-certainly none in the Leases of the Lots from the Crown-it is therein only stipulated that they shall not lease the land-a very natural precaution to maintain the control of the place. A former English Consul here -having learned that Chinese were renting premises in the Concession, stated officially to the Municipal Council at the time, that as it appeared futile to prevent Chinese residence he would recommend to H.B.M.'s Minister that this sight of residence be heuceforward acknowledged and legalised, and so remove all uncertainty on the .subject.

It is doubtless advantageous to owners of Concession Lots to rent godowns, &c., to Chinese, else they would not do so; and I think that the interests of those who have the largest stake in the place should be first consulted. Were Mr. "X" (as it is evident be is not) the happy possessor of a Concession Lot we should, I imagine, hear, very few complaints of the "yellow invasion" from him.

His statements about "unlimited numbers of sing-song girls," &c, should be taken with a #drum" of salt; there are far fewer of this class in the whole of this port than in the Maloo of Shanghai, but our space being small they are more noticed-in any case they bebave them selves far better than their unfortunate foreign sisters in some large ports that I might mention. Again, as to the crowded state of the Concession streets, it must be considered that a great deal of active business is transacted in a very limited aren bere. All the River Steamer Hulks save one are in front of the Concession Bund, and all cargo has to be landed and shipped there, so a certain amount of congestion is at times 'inevitable; but this would also be the case were the Chinese nil focated outside the Concession.

As to native hotels, there are only three on all the 17 Concession Lots, and they are con- ducted in as orderly a way as in other ports, Exception can hardly be taken to the presence of pawnshops in our midst have we not ween

I also have done, and you will not be troubled with any more of my communications on these subjects, if your correspondent will confine him self to a statement of facts, and not give too loose a rein to his somewhat fertile, if not wholly trustworthy imagination.—Shanghai Mercury-

His Excellency Sheng Taptai, General Director of the C.M.S.N. Co., by request of Li Hung-chang. accepted the terms and conditions proposed by Governor Lui Ming-chuan in regard to the two fast Formosa passenger steamers at 3 per cent. commission.

The French Syndicate tender to close the breach at Chengehow for 3 million taels more or less, pending the survey made by that Com- party's engineers; the two engineers left here yesterday for Honan. On Saturday His Ex- cellency Chang-yao reported by wire that the j Yellow River is discharging itself through his province, and that the water had risen 10 feet in four days.

The breach at Chenchow, the south bank of the Yellow River, is a sand plain 20 loft, and Wang Taetai in charge of making the Ying Ho (Conal), failed time after time, li above and 10 below the breach (gap) The bed of the river is also sand, therefore the difficulty by the Chinese methods, of closing it with reed and millet stalks, on a sand foundation. The methods proposed by the French Syndicate in front of the gap to work into the bed of the river, which is sand, screw piles, prove that they did not know the nature of the soil there.

As the Yellow River once more flows down. through Shantung into the Gulf of Pechili, its most convenient level, what about the theories so prominently proposed by our local editors, Messrs. A. Michic and Dunn, and Dr. Williamson and Mr. Fergusson.?. Nature once more provés where its natural course is, and where is the most convenient level. After all our Jesuit Fathers have proved that they knew better than any of them, and their report, and the method pointed, out by them to close the gap and fix the Yellow River is the only correct one, and less costly, more sound and, more suited to the soil, and no doubt, theirs and not the French Syndicate's will be accepted by ci Hung-chang

We had the pleasure of listening to the music of the Japanese Naval Band on Sunday the 16th instant, in Victoria Park, (our Public Gar- den) on Monday evening at this Japanese Consulate from 9 to 11 p.n, and to-day.

To-day Admiral Ito and suite left here at noon for Taku; from there the Squadron goes to Korea, and from Korea to Vladivostock. It had been the Admiral's intention to go to Peking, but a request arrived urging him to proceed to Korea; what a pity? His Excellencple visit to Peking accompanied by His Band, would have lelt as important impression on the good folks in Peking, as it has here.

Lui has been reappointed Customs Taotai here, and Lui Han Fan returns to Port Arthur in November next; until then he will remain acting Customos Taotai here.-Afercury,
